Recording Streamlines Services with COR Software

Along with Courts, our Recording Department has made significant strides toward improving its services, making processes more efficient and user-friendly. With the implementation of the COR (Clerk’s Official Records) Recording Software, we have digitized 100 years of records for public access. The conversion of over one million pages from microfilm and old paper records was necessary to achieve this result. Previously, online Official Records were only accessible from April 1981 to present; and access to older documents, required visiting or contacting the Clerk’s office.  Now, the public can easily access these records back to the creation of Collier County in 1923, including: marriage licenses, mortgages, assignments & satisfaction of mortgages, miscellaneous documents, and official records. 

One of the key factors in the Recording Department’s transformation is the integration of the COR Recording Software. This industry technology automates numerous manual processes, significantly reducing the time and effort required for handling public records. The software automates the indexing, recording, and processing of documents, allowing the department to manage large volumes of records with increased speed and accuracy.

With automation taking over routine tasks, staff have transitioned into roles focused on quality control and public engagement. Training initiatives have equipped employees to thrive in this new environment, enhancing both service delivery and employee development.

Collier County spans over 2,300 square miles, making it one of the largest counties in Florida by land area. To ensure residents across this vast region have convenient access to essential services, the Clerk’s Office operates eight strategically located satellite offices and one Growth Management office, totaling nine service locations. These offices offer a broad range of services related to both court operations and official records. This decentralized approach allows the Clerk’s Office to effectively meet the diverse needs of residents in both urban and more rural areas of the county, while also reducing the need for long commutes to the main courthouse.

To further increase accessibility, customer service hours are tailored to meet the needs of the public. The main Courthouse and Annex are open from 8:00 AM to 5:00 PM, while satellite locations operate with extended or staggered hours—either 8:00 AM to 5:00 PM or 9:00 AM to 6:00 PM—providing flexibility for residents who need to visit before or after traditional work hours.

In a continued effort to expand services and provide one-stop convenience, passport photo services have recently been introduced in the Recording Department of the Annex building and at the Heritage Bay Satellite location. These services complement the existing passport application services and have been well-received by the community. Plans are in place to further expand passport photo services across additional satellite locations throughout 2025 and 2026, aligning with the Clerk’s commitment to continuous improvement and accessibility.

The department’s redesigned online portal offers intuitive access to official records, including advanced search capabilities and secure document retrieval. Whether for property transactions or public filings, users can now obtain documents quickly from any location. The online system is efficient and secure, with stringent measures in place to protect sensitive information. The transition to a more digital-first approach ensures that Collier County residents and businesses have 24/7 access to the records they need.

The Recording Department plans to continue expanding digital services and integrating with broader systems to improve efficiency further. By embracing innovation and investing in staff development, the department aims to maintain high standards of service and accessibility.
