Earlier this month, we hosted our 2025 Collier County Operation Greenlight event. Operation Greenlight is a statewide driver’s license reinstatement initiative. This two-day event allows drivers who have lost their driving privileges due to unpaid fines to fully pay overdue court costs or apply for a financial plan—without added collection fees. Once overdue balances are resolved, eligible drivers may have their suspended licenses reinstated and get the “green light” to return to the road.
We handled 68 cases with 34 defendants, of which 25 cases were paid in full while 43 were put on a payment plan. As a result, 31 driver’s licenses became eligible for reinstatement.

From 2021 to 2025, our office has received nearly $36,000 in revenue from fines and fees collected through this program. These funds help support public services and contribute to dozens of state trust funds, some of which aid criminal justice operations.
Operation Green Light is a state mandated program designed to help residents restore their licenses by paying fines and fees owed or establishing a payment plan to make payments. The goal is to help individuals comply with the law and clear their record of outstanding costs. Payment plans are established for reasonable regular payments depending upon the ability to pay. Unfortunately, in 2021, 53% of people that were assessed fines and enrolled in Operation Green Light plans failed to complete their payments. We hope to make this year’s event more successful.
The financial impact of defaulting on fines is passed on to all taxpayers. Fines, fees, and court costs are used to fund public services. These fines are the main source of funding for Florida’s Circuit and County Court Clerks that provide a vast array of services.
