Another set of properties discussed at the BCC meeting in November, concerns 16140 and 16144 Performance Way in which the county has invested $1,094,276, not including the opportunity cost of lost property tax revenues to house an Emergency Medical Services (EMS) facility. Due to co-location of EMS services with the nearby fire services station, the property was determined available by the County. A competitive bidding process was held, and the County received proposals from Gargiulo Education Center, Inc. ($674,900) and Up in Smoke, LLC ($1,310,000).

In September 2007, two properties were purchased by the County for approximately $675k to house an Emergency Medical Services (EMS) facility. The Board received two Letters of Intent to purchase the property within the first half of 2024. In accordance with Section 125.35 of the Florida Statutes, a competitive bidding process was initiated between August 21-September 6.
Two bids were received with the following terms:
- Gargiulo Education Center, Inc. – proposed to purchase the property for $674,900 with a $10,000 deposit to develop a new facility to house an after-school program and a community center to service at-risk latchkey and migrant students and poverty-level families in North Naples at no cost to the families. The proposal outline that their current location was run down and would require maintenance, this property was for a new facility. (As a private non-profit, this property would not be taxable).
- Up in Smoke, LLC – proposed to purchase property for $1,310,000 cash, with no contingencies for the development of a storage facility adjacent to currently owned properties. (As a commercial business, Up in Smoke, LLC would be taxable).
