Performance Way County-Owned Property Will Reopen for Bidding

On the January 14 BCC Meeting, the Board accepted an update from staff on negotiations with Gargiulo Education Center, Inc., for the purchase of Collier County-owned property located at 16140 and 16144 Performance Way. From our previous article, two bidding proposals were submitted for this property: the $674,900 offer from Gargiulo Education Center, Inc., and the $1,310,000 from Up in Smoke, LLC. The Board expressed support for Gargiulo but deemed selling the property for $1M to be most appropriate considering the total costs the County has invested for the property. County staff was directed to negotiate the terms with the organization and find alternative funding sources for purchasing the property and constructing the child education center.   

Two months of negotiations later, county staff presented that the education center was considering proposing financing through the County and pursuing federal assistance. Grants that might be available would not have funding available until October 2025, causing delays in the agreement.  Additionally, the community development district manager indicated to the Board that the property did not contemplate an educational center and that it did not appear that they had the capacity, based upon prior fund-raising level, to pay the expected costs.  

Commissioner McDaniel expressed concerns based upon the update. Commissioner Hall indicated that the proposer had already been given a chance to prove that they had the cash flow to purchase and maintain the property but that it’s evident that they are struggling to acquire funding. With a unanimous vote, the Board voted to place the property back out for solicitation.  and directed staff to reopen advertising for sale and bring any new offers back for reconsideration.
