Since 2007/2008, we have consistently implemented innovative solutions to streamline our operations, improve efficiency, and reduce costs. These innovations, inspired by the agility and forward-thinking nature of DOGE-like advancements, have allowed us to better serve the public and position our operations for future growth.
One of the key innovations was the implementation of an electronic invoice processing system integrated with our SAP financial database. This system has yielded several significant benefits. It has reduced the need for paper purchases and the costs associated with the physical storage of invoices. Moreover, electronic records are more readily accessible, particularly in the event of a public records request or during the annual financial audit. The automatic workflow routing has saved both County and Clerk staff valuable time, while the ability to easily track staff workload has helped improve productivity and performance reviews.

In line with our commitment to staying at the forefront of technological advancements, we implemented the latest web-based version of SAP, S/4 HANA. This platform utilizes a web-based architecture and in-memory database processing, which significantly speeds up processing times. Moreover, it provides a scalable solution that can be expanded to meet the needs of both the Clerk and County for decades to come, ensuring long-term sustainability.
We focused on enhancing productivity through custom financial system reports. One example is the Year End Report, which has cut two weeks off the financial statement compilation process, greatly improving efficiency. Another key development is the Expen report, which is used in both grant audits and arbitrage rebate calculations. This report has drastically reduced audit hours, resulting in time and resource savings for our team.
Further improving operational efficiency, we replaced an outdated, paper-based exception payroll reporting system with a modern positive time and attendance system, branded as WorkForce. This system has eliminated the need for processing paper leave slips, simplifying administrative tasks. Additionally, it tracks non-exempt time with precision, enabling management to more effectively review employee efficiency and productivity, ultimately leading to better-informed decision-making.
The pandemic and subsequent hurricane relief efforts prompted several crucial changes. To guard against fraud and abuse in the individual and business pandemic grants, we added five staff members to the Grants team. As pandemic funding came to an end, the County faced a major hurricane, which necessitated the programming of additional individual assistance programs. This required continued vigilance to prevent fraud and abuse. As of 2024, two of the five additional full-time employees (FTEs) have been repurposed for other agency needs, including one FTE for WorkForce management and another for procurement and training analysis.
Finally, we made a significant shift in how legal notices are communicated to the public. The Clerk’s website has become the primary source for advertised legal notices. This change has made the dissemination of information more effective and efficient for citizens. It has eliminated the need for staff to process invoices related to advertisements, resulting in over $100,000 in annual savings on advertising costs.
In conclusion, the innovations we have implemented have led to significant improvements in efficiency, cost savings, and productivity. These advancements have not only streamlined our operations but enhanced our ability to respond to challenges such as the pandemic and natural disasters.
