In a major step toward more efficient government operations, the Clerk\u2019s Office and the Board of County Commissioners (BCC) have successfully completed Phase 2 of a multi-year project to modernize the county\u2019s time management, payroll, and HR systems. This effort reflects a continued commitment to transparency, efficiency, and responsible use of taxpayer dollars.<\/p>\n
The modernization initiative began several years ago when the Clerk\u2019s Office and BCC jointly reviewed existing internal computer systems, identifying the need for upgrades to financial and employee time-tracking platforms. One of the primary goals was to develop a modern system capable of accurately tracking, validating, and reporting time with minimal manual intervention.<\/p>\n

This initiative was about more than upgrading software\u2014it was about rethinking how we manage time and payroll across the board. We streamlined policies, standardized pay codes, and implemented consistent calendars, all with the goal of improving accuracy, reducing administrative burden, and enhancing auditability.<\/p>\n
Phase 1 of the project launched in mid-2024 with smaller government offices, including the Clerk of Courts and Supervisor of Elections, adopting the new system first. The strategy allowed these agencies to test the platform, identify issues, and fine-tune the implementation. The results of Phase 1 exceeded expectations, validating the system\u2019s design and performance.<\/p>\n
Building on that success, Phase 2 went live on June 14, 2025, and involved the Board of County Commissioners larger and more complex operations. The BCC employs over 2,000 staff across a wide range of departments, including Roads & Bridges, Utilities, Libraries, Growth Management, Airports, and Museums. Despite the scale and complexity, the rollout was smooth, with early feedback from users remaining largely positive.<\/p>\n
Rolling out a system of this magnitude to an organization as large and diverse as the BCC is no small feat but with thoughtful planning and strong collaboration between governmental organizations, the transition has been both effective and efficient.<\/p>\n
The new system has already demonstrated the expected key benefits, including reduced processing time, fewer payroll errors, and improved oversight.<\/p>\n
