<\/p>\nEach year, the Annual Update and Inventory Report (AUIR) serves as a vital tool for evaluating the county\u2019s infrastructure. The 2024 AUIR offers a comprehensive review of key program areas\u2014including transportation, stormwater, water and wastewater, and parks\u2014to determine whether current infrastructure is meeting the levels of service established by the Growth Management Plan. This assessment helps guide planning and investment decisions to ensure that as our community grows, its infrastructure keeps pace.<\/p>\n

Two important areas of concern are Transportation and Stormwater, both of which have large funding gaps. Transportation needs an additional $365 million in funding. It is mainly funded by gas taxes, impact fees, and support from the County\u2019s general funds. Gas taxes are a solid way to support transportation projects and are trusted when issuing bonds. However, gas tax revenue grows slowly each year, while many projects are needed now. The County already issued gas tax bonds back in 2005, set to be paid off in 2025.<\/p>\n
Stormwater projects are short $275 million. These are primarily paid for with property taxes from the County\u2019s general funds. The amount set aside for stormwater each year depends on decisions made during the annual budget planning process.<\/p>\n
To keep funding available, the County Board passed three ordinances on March 25, 2025, to extend the local option gas taxes (the five-cent, six-cent, and ninth-cent taxes) through December 31, 2055. Without these extensions, those taxes would have ended on December 31, 2025. This extension allows the county to use the income from these gas taxes to help cover some of the unfunded transportation needs by issuing new gas tax revenue bonds to fund future road construction projects.<\/p>\n
