(Warriors). The two single-family homes were initially part of seven residential lots purchased by the County in 2004 for over $1Million to assemble boat access and parking for Bayview Park<\/p>\n<p>In 2006, the homes were rented as temporary housing for Collier County employees in transition to Naples but have\u00a0 more recently been vacant.<\/p>\n<p>Seeing an opportunity to provide affordable housing for homeless veterans, Warriors proposed a lease indicating the terms, rent, and maintenance responsibilities of both the organization and the County. The Commissioners deliberated on the lease at the Nov. 12, BCC Meeting and proposed changes regarding the term, such as giving the lessee a 90-day written notice of termination instead of only 30 days once the County decides to utilize the property for its original purpose. This negotiation is in accordance with Florida Statute Section 125.38, which provides that should a non-profit organization desire any real or personal property owned by the County for community welfare purposes, the BCC may approve a lease at below fair market value without advertisement.\u00a0\u00a0<\/p>\n<p>The Standard Form Long-Term Lease has been approved as follows:\u00a0<\/p>\n<ul>\n<li>Term \u2013 One-year initial term with automatic one renewal terms unless either party provides 90 days&#8217; written notice of termination.\u00a0<\/li>\n<\/ul>\n<ul>\n<li>Rent \u2013 $1,000 per month. Each 3-bedroom and 2-bathroom home has an estimated fair market rental value between $1,800 and $2,000 monthly. Warriors is responsible for all costs and fees, such as utilities.\u00a0\u00a0\u00a0<\/li>\n<\/ul>\n<ul>\n<li>Maintenance \u2013 Warriors is responsible for minor repairs and maintenance of the property, including, but not limited to, unclogging drains, maintaining and repairing garbage disposals, and addressing minor issues related to structural and mechanical systems (e.g., door hinges, faucet leaks, and light bulb replacements). The County is responsible for repairs or replacements involving major structural, mechanical, electrical, or plumbing failures that significantly affect the habitability or functionality of the premises.\u00a0<\/li>\n<\/ul>\n<ul>\n<li>Insurance \u2013 Warriors must maintain comprehensive general liability and property damage insurance with minimum limits of not less than $1,000,000 per occurrence, insuring against liability for bodily injury, property damage, and personal injury arising from the lessee\u2019s use or occupancy of the premises.\u00a0\u00a0<\/li>\n<\/ul>\n<ul>\n<li>Approved Uses and Requirements for Veterans Program \u2013 Occupancy is limited to one veteran per bedroom. Warriors must monitor and report occupancy, maintain documentation and maintenance logs, uphold tenant policies, and complete an annual HUD INSPIRE inspection to ensure safety and quality standards. The County\u2019s Community and Human Services Division Grants Compliance Unit will conduct the annual monitoring.\u00a0\u00a0<\/li>\n<\/ul>\n<p>The Warriors Homes of Collier, Inc. has assured the BCC that all veterans who will benefit from the County-owned residential homes have undergone their organization&#8217;s vetting process and transitional programs. This helps to promote the success of the Warriors programs.<\/p>\n<p>The monthly rent of $2,000 acquired from these properties will be deposited within the Parks Impact Fee Fund (3071), that originally provided funding to purchase the properties.<\/p>\n<p>Moving forward, for similar cases of unused County-owned properties, multiple uses might be considered if the rental of these properties were executed through a formal, competitive solicitation. If the properties are no longer required for County use, an alternative could be to sell the properties at market levels to break even with the invested property costs, or even make a profit, on the county&#8217;s investment of purchasing the property.
