Rick Scott appointed Crystal as the interim Collier County Clerk of the Circuit Court &amp; Comptroller upon the untimely death of Clerk Dwight Brock. Two months later, voters elected her to the position and re-elected her in August 2020 and again in 2024.<\/p>\n<p style=\"text-align: justify;\">Crystal has a bachelor\u2019s degree in business administration from George Washington University. She is a Certified Government Financial Manager and a Certified Clerk of Courts and Comptroller. Crystal earned the designation of a Certified Clerk of Court after completing the 240-hour certification program which is designed to promote a mastery of the skills that are necessary to successfully fulfill the constitutional and statutory responsibilities of the office.<\/p>\n<p style=\"text-align: justify;\">Crystal began her career in accounting and finance working for the American Association of Retired Persons (AARP), followed by a position with NASDAQ, Inc. \u00a0in Washington D.C.\u00a0 In 1983 she moved from the D.C. area to Florida and began working for the City of Key West. \u00a0At the age of 29, Crystal was the youngest person ever to be appointed as Finance Director for the City of Key West.<\/p>\n<p style=\"text-align: justify;\">After moving to Naples in 1988, Sheriff Don Hunter appointed Crystal as Finance Director for the Collier County Sheriff\u2019s Office; a position that she held for 16 years. A case for libel or slander must be brought within 2 years of the date of the incident or discovery. A malpractice suit is also 2 years. For injury to a person, fraud, injury to personal property and trespass the limitation is 4 years. Only ten people have been elected or appointed to the position since the county was established 99 years ago on May 8, 1923. What is even more interesting is that three of those nine clerks served for more than 70 years of the past 99. Collier\u2019s citizens chose, via the ballot box, to keep the clerks in their position, providing continuity to the important office of the Clerk.<\/p>\n<p id=\"EVYaXpJ\" style=\"text-align: justify;\"><span id=\"page56R_mcid3\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\"><a href=\"https:\/\/collierclerk.com\/wp-content\/uploads\/history-img-1.png\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-8001 alignright\" title=\"\" src=\"https:\/\/collierclerk.com\/wp-content\/uploads\/history-img-1-222x300.png\" alt=\"Margaret T. Lanier, who assumed the office on July 9, 1923, two months <\/span><span dir=\"ltr\" role=\"presentation\">after the county formed. He resigned the office only months later, leaving the position on Feb. <\/span><span dir=\"ltr\" role=\"presentation\">6, 1924. His replacement, E.W. Russell, assumed the role on the same date Lanier quit and was <\/span><span dir=\"ltr\" role=\"presentation\">formally elected to the job in November of that year. He kept the job until his death on March <\/span><span dir=\"ltr\" role=\"presentation\">16, 1932.<\/span><\/span><\/p>\n<p style=\"text-align: justify;\"><span id=\"page56R_mcid4\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Russell\u2019s son, J. Wyman, stepped into to fill the opening but only stayed <\/span><span dir=\"ltr\" role=\"presentation\">on until May 2, 1932, when Ed Scott was appointed by Gov. Charlton.<\/span><\/span><\/p>\n<p style=\"text-align: justify;\"><span id=\"page56R_mcid5\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\"><a href=\"https:\/\/collierclerk.com\/wp-content\/uploads\/history-img-3.png\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-8003 alignleft\" title=\"\" src=\"https:\/\/collierclerk.com\/wp-content\/uploads\/history-img-3-222x300.png\" alt=\"William J. He was appointed to the job by Gov. Doyle E. Charlton <\/span><span dir=\"ltr\" role=\"presentation\">on May 2, 1932, serving until his death on Jan. 13, 1959.<\/span><\/span><\/p>\n<p style=\"text-align: justify;\"><span class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">The third longest serving clerk was Ed Scott\u2019s wife, Margaret, who was appointed to the office <\/span><span dir=\"ltr\" role=\"presentation\">on Jan. 14, 1959, a day following her <\/span><\/span><span id=\"page56R_mcid6\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">husband\u2019s death. She was formally elected in 1960, holding <\/span><span dir=\"ltr\" role=\"presentation\">the job 17 years, winning four elections for the office before retiring in 1976. <\/span><\/span><\/p>\n<p style=\"text-align: justify;\"><span id=\"page56R_mcid7\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">When the county seat was relocated from Everglades City to East Naples <\/span><span dir=\"ltr\" role=\"presentation\">in 1962, Margaret Scott designed the county seal, featuring a wild turkey. The animal, which <\/span><span dir=\"ltr\" role=\"presentation\">were native to the region, was adopted as Collier County\u2019s emblem by the commissioners <\/span><span dir=\"ltr\" role=\"presentation\">during their first meeting in 1923. <\/span><\/span><\/p>\n<p style=\"text-align: justify;\"><span class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\"><a href=\"https:\/\/collierclerk.com\/wp-content\/uploads\/history-img-4.png\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-8004 alignright\" title=\"\" src=\"https:\/\/collierclerk.com\/wp-content\/uploads\/history-img-4-222x300.png\" alt=\"Dwight D. Reagan was <\/span><span dir=\"ltr\" role=\"presentation\">elected to the office on Nov. 2, 1976. He held the position until <\/span><\/span><span id=\"page56R_mcid8\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">resigning <\/span><span dir=\"ltr\" role=\"presentation\">in 1986 to take another job.<\/span><\/span><\/p>\n<p style=\"text-align: justify;\"><span id=\"page56R_mcid9\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">James \u201cJim\u201d C. Giles was appointed to complete Reagan\u2019s term and was elected thereafter, <\/span><span dir=\"ltr\" role=\"presentation\">serving only one term as clerk. Giles was defeated in the Nov. 3, 1992, election by Dwight E. <\/span><span dir=\"ltr\" role=\"presentation\">Brock. Dwight (as he preferred to be called) served until his untimely death on June 12, 2018. <\/span><\/span><\/p>\n<p style=\"text-align: justify;\"><span class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\"><a href=\"https:\/\/collierclerk.com\/wp-content\/uploads\/history-img-.png\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-8005 alignleft\" title=\"\" src=\"https:\/\/collierclerk.com\/wp-content\/uploads\/history-img--222x300.png\" alt=\"Crystal K.
