Agenda 04/14/2026 Item #16M1 (To allow the County to place sand dredged from Wiggins Pass onto state-owned uplands of Delnor Wiggins State Park)4/14/2026 Item # 16.M.1 ID# 2026-741 Executive Summary Recommendation to approve and authorize the Chair to sign a 5-year Use Agreement between the Department of Environmental Protection – Division of State Lands and Collier County in relation to allowing the placement of dredged sand from Wiggins Pass onto Delnor Wiggins State Park beach, per the State’s request (Project No. 80288). OBJECTIVE: To allow the County to place sand dredged from Wiggins Pass onto state-owned uplands of Delnor Wiggins State Park. CONSIDERATIONS: The waves and currents near Wiggins Pass dramatically alter the channel and the adjacent shorelines to the north and south of the inlet. The inlet channel periodically fills with sand and requires regular maintenance dredging. The beach to the south of the inlet, owned by Delnor Wiggins State Park, experiences erosion from wind and waves and is periodically in need of renourishment. The State of Florida’s Division of Recreation and Parks has requested that a portion of the sand dredged from the inlet channel be placed on the Park’s upland beach. Florida’s Division of State Lands requires that the County enter into a Use Agreement to allow the sand to be placed on State owned property. This agreement will allow for the placement of sand dredged from Wiggins Pass to be placed on Delnor Wiggins Park beach for a period of 5 years, including the anticipated dredge project scheduled for the spring of 2026. This item is consistent with the Quality of Place Objectives of the County’s Strategic Plan. FISCAL IMPACT: There is no fiscal impact related to this action. GROWTH MANAGEMENT IMPACT: This item is consistent with the Conservation and Coastal Management Element of the Growth Management Plan.
