OBJECTIVE: To appoint Cecelia Morales to the Public Transit Advisory Committee. CONSIDERATIONS: The Public Transit Advisory Committee was originally established as an ad hoc committee on February 26, 2013, by Resolution No. 2013-50, to make recommendations to the Board of County Commissioners in matters related to transit policies, issues, programs and plans to provide mass transit services to the citizens of Collier County. On March 22, 2016, the BCC adopted Ordinance No. 2016-07, which converted the committee from an ad hoc to a regular advisory committee and reduced its membership from 9 to 7. Members of this committee shall include one representative designated by the District School Board of Collier County and, if possible, include representatives from large employers, health care-related services, social services, transportation, and planning professionals. At least two representatives shall be passengers of the system. Terms are three years. A list of the current membership is included in the backup. Cecelia Morales Large Employer Representative Lee County Yes None In regard to the appointment of members to the Public Transit Advisory Committee, Section 2-968 of the Code of Laws states that β€œβ€¦an application from a principal or representative of a large employer who resides outside of Collier County may be considered where the large employer is located within Collier County boundaries.” Ms. Morales works for Arthrex, Inc., a large employer located in Collier County, but resides in Fort Myers. COMMITTEE RECOMMENDATION: At its scheduled meeting on February 25, 2026, the committee reviewed the above application and voted unanimously to recommend that Cecelia Morales be appointed to the committee in the Large Employer category for a three-year term expiring on March 22, 2029. It is requested that the Board waive the residential requirement to fill the category of Large Employer. A recommendation email is included in the backup. Additional applications are under review, and the remaining vacancies will continue to be advertised. FISCAL IMPACT: There is no fiscal impact associated with this action. GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board approval. – JAK RECOMMENDATION(S): That the Board adopts the Committee Recommendation and authorizes the Chair to execute the attached resolution confirming the appointment. WHEREAS, on March 22, 2016, the Board of County Commissioners (Board) adopted Ordinance No. 2016-07 establishing the Collier County Public Transit Advisory Committee (Advisory Committee) to assume the duties and responsibilities of the former Collier County Ad Hoc Public Transit Advisory Committee, which was established by Resolution No. 2013-50, as amended, to make recommendations to the Board in matters related to transit policies, issues, programs, and plans to provide mass transit services in Collier County; and WHEREAS, Ordinance No. 2016-07 provides that the Advisory Committee shall be composed of seven members to include one representative designated by The District School Board, at least two representatives who are passengers of the system, and when possible, representatives of other categories as set forth in the Ordinance; and WHEREAS, there are three vacancies on this Advisory Committee; and WHEREAS, the Board of County Commissioners previously provided public notice soliciting applications from interested parties; and WHEREAS, staff has provided the Board with its recommendation for appointment. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that CECELIA MORALES is hereby appointed to a seat on the Public Transit Advisory Committee, in the category of Large Employer, to a three-year term expiring on March 22, 2029.
