Recommendation to appoint John Telischak and reappoint Cindy Carrol to the Historic/Archaeological Preservation
Board.
OBJECTIVE: To appoint John Telischak and reappoint Cindy Carrol to the Historic/Archaeological Preservation
Board.
CONSIDERATIONS: This committee is vested with the power, authority, and jurisdiction to designate, regulate, and
administer historical and archaeological resources in Collier County, under the direct jurisdiction and control of the
Board of County Commissioners. Membership is composed of 7 members from the following categories: a. history; b.
archaeology; c. Real Estate, land development, or finance; d. architecture; e. law or urban planning; and f. 2 citizens at
large. Terms are 3 years. A list of the current membership is included in the backup.
There are two vacant seats on this advisory board. The vacancies were advertised, and applications were received from

COMMITTEE RECOMMENDATION: At its meeting on February 20, 2026, the committee voted unanimously to
recommend the reappointment of Cindy Carrol, in the category of History, to a three year term to expire on October 1,
2029. At an additional meeting held on March 20, 2026, John Telischak was unanimously supported by the committee
to fill the remainder of a vacant term in the Urban Planning category, that is set to expire on October 1, 2027. A
recommendation memo is included in the backup.

Experience / Background: I began visiting Coltier County in 1990, and my husband and I
moved here in 2004. We raised ourfamity in Cottier County, and one of our chitdren is now a
Cotlier County pubtlc schoot teacher. Before retiring in December, I held Communication
Director positions during the past 22 years at the Greater Naples Chamber of Commerce,
Cottier Mosquito Contro[ District, and the Naptes Airport Authority. During my time at
CMCD, my experience in pubtic affairs as the District pursued a boundary expansion, I
gained a great appreciation for the historical growth of the county and an admiration for
those brave individuats who settted here. And the Leadership Cotlier experience onLy
served to deepen that appreciation. Today, ltovetakingvisitingfamityandfriendstothe
Smattwood Store (and for those witting, a swamp watk!) to share the history and beauty of
our county. My favorite genre to read is h istorica t f iction, and I'm looking forward to the
movie adaptation of "A Land Remembered," having read the book 3 times. lwould consider
it a great honor to serve on this board to contribute to the historicaI and archeotogicat
observation of our beautifuI area's history.

This 7 member committee was created by Ord. No. 91-70, and repealed and amended by LDC
Div. 1.22.1 Ord. No. 91-102 and Ord. No. 09-33. This board is vested with the power, authority,
and jurisdiction to designate, regulate, and administer historical and archaeological resources in
Collier County, under the direct jurisdiction and control of the Board of County Commissioners.
Membership is composed of 7 members from the following categories: a. history; b. archaeology;
c. Real Estate, land development, or finance; d. architecture, engineering, building construction,
and landscape architecture; e. law or urban planning; and f. 2 citizens at large. Terms are 3 years.
Term limits apply to this committee, per Code of Laws Sec. 2-2000.13(c), Term: "All
appointments shall be made for 3 years. A Preservation Board member shall be eligible for
reappointment, but shall be limited to 2 consecutive terms.”

RESOLUTION NO. 2026 - ___
A RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA,
APPOINTING JOHN TELISCHAK AND REAPPOINTING CINDY
CARROL TO THE HISTORIC/ARCHAEOLOGICAL
PRESERVATION BOARD.
WHEREAS, on May 26, 2009, the Board of County Commissioners adopted Ordinance
No. 2009-33, establishing the Historic/Archaeological Preservation Board Ordinance; and
WHEREAS, the Historic/Archaeological Preservation Board was established to designate,
regulate, and administer historical and archaeological resources in the County under the direct
jurisdiction and control of the Board of County Commissioners. This advisory committee shall
consist of seven members; five with expertise in the categories set forth in the Ordinance and two
members in the category of Citizen at Large; and
WHEREAS, there are two vacant seats on this Advisory Board; and
WHEREAS, the Board of County Commissioners previously provided public notice soliciting
applications from interested parties; and
WHEREAS, the Advisory Board has provided the Board of County Commissioners with
its recommendation for appointment.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that JOHN TELISCHAK, in the Urban
Planning category, is hereby appointed to the Historic/Archaeological Preservation Board, to serve
the remainder of a vacant term expiring October 1, 2027, and that CINDY CARROL be
reappointed to her seat in the History category to a three-year term expiring October 1, 2029.
