Executive Summary
Recommendation to reappoint two members to the Rock Road Improvement MSTU Advisory Committee.
OBJECTIVE: To reappoint Brian Galligan and Greg Davenport to the Rock Road Improvement Municipal Services
Taxing Unit Advisory Committee.
CONSIDERATIONS: This five-member committee was re-established on January 23, 2024, by Ordinance No. 24-03,
to assist the Board of County Commissioners in carrying out the business of the MSTU, to recommend work programs
and priorities, as well as recommend an itemized budget required to carry out the business of the MSTU. Three of the
members shall be permanent residents within the MSTU, and two members may be owners of residential or commercial
property within the MSTU or appointed representatives of a business located within the MSTU. For initial
appointments, two members shall be appointed for two years, and three members shall be appointed for three years;
thereafter, terms of office shall be three years.
There are two vacant seats on this advisory board. The vacancies were advertised, and applications were received from

ATTENDANCE: In the past two years, Greg Davenport has had one excused absence, and Brian Galligan has had two
excused absences. An attendance report is included in the backup.
STAFF RECOMMENDATION: Staff has provided a review of the applications received and has recommended that
both Brian Galligan and Greg Davenport be reappointed to their seats, each in the category of property owner, to serve
three-year terms expiring on March 26, 2029. A recommendation memo is included in the backup.
FISCAL IMPACT: There is no fiscal impact associated with this action.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board

RECOMMENDATION(S): That the Board adopts the Staff Recommendation and authorizes the Chair to execute the
attached resolution confirming the reappointments.

The Rock Road Improvement MSTU Advisory Committee was created on June 14, 2011 by
Ordinance No. 11-22, and re-established on January 23, 2024, by Ordinance No. 24-03. The
purpose of this five-member committee is to aid and assist the Board of County Commissioners
in carrying out the business of the MSTU, to recommend work programs and priorities, as well as
recommend an itemized budget required to carry out the business of the MSTU. Three of the

A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, REAPPOINTING BRAIN GALLIGAN
AND GREG DAVENPORT TO THE ROCK ROAD IMPROVEMENT
MUNICIPAL SERVICE TAXING UNIT ADVISORY COMMITTEE.
WHEREAS, on January 23, 2024, the Board of County Commissioners (Board) re-
established the Rock Road Improvement MSTU, to assist the Board of County Commissioners in
carrying out the business of the MSTU, to recommend work programs and priorities, as well as
recommend an itemized budget required to carry out the business of the MSTU; and
WHEREAS, Ordinance No. 2024-03 provides that the MSTU will be composed of five
members. Three of the members shall be permanent residents within the MSTU, and two members
may be an owner of residential or commercial property within the MSTU or an appointed
representative of a business located within the MSTU; and
WHEREAS, there are two vacant seats on the committee; and
WHEREAS, the Board has provided public notice soliciting applications from interested
parties.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that BRIAN GALLIGAN and GREG
DAVENPORT, both in the category of property owner, are hereby reappointed to the Rock Road
Improvement Municipal Service Taxing Unit, each to a three-year term expiring on March 26,
2029.
THIS RESOLUTION ADOPTED upon majority vote on the 14th day of April 2026.
