Executive Summary
Recommendation to appoint Kelly Hyland to the Domestic Animal Services Advisory Committee.
OBJECTIVE: To appoint Kelly Hyland to the Domestic Animal Services Advisory Committee, to a three-year term
expiring on April 13, 2029.
CONSIDERATIONS: The Domestic Animal Services Advisory Committee was first established by Ordinance No.
2004-06, as amended; as the Animal Services Advisory Board. On September 23, 2025, the BCC adopted Ordinance
No. 2025-43 which reorganized the member criteria and role of the Committee. This seven-member board is to be
composed of: one member from each of the Commission districts and two members at-large. The purpose of the
Committee is to make recommendations to the County Manager on various Domestic Animal Services matters,
including operational reviews of the facilities, staffing, medical considerations, volunteer and behavior programs,
community outreach, fiscal reviews, accountability, and reporting. A list of the current membership is included in the
backup.
Ordinance No. 25-43 directs that the initial terms of office of the committee members shall be as follows: that three
district members shall be appointed for four years, and two district members shall be appointed for three years.
Thereafter, appointments and reappointments shall be for four-year terms.
There is one vacant seat on this Committee for a District 5 representative and one expiring seat on April 13th for a
District 1 representative. The vacancies were advertised, and the following applications were received:

ATTENDANCE: In the past two years, Ms. Hyland has had one excused absence. Supporting attendance logs are
included in the backup.
RECOMMENDATION: The applicants for District 1 were individually reviewed, and Kelly Hyland was selected for
reappointment by Commissioner LoCastro. The reappointment will be for a three-year term expiring on April 13, 2029.
The vacant seat for District 5 will continue to be advertised.
FISCAL IMPACT: There is no fiscal impact associated with this action.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board

RECOMMENDATION(S): That the Board of County Commissioners appoint the selected applicant to the Domestic
Animal Services Advisory Committee and authorize the Chairman to execute the attached resolution confirming the
reappointment.

Per Ordinance 2025-43, the Domestic Animal Services Advisory Committee (Committee) shall be
composed of seven members to be appointed by the Board of County Commissioners. Of these seven
members, there shall be one member from each of the five County Commission Districts, and two at - large
members. Committee candidates for the five County Commission District seats must be nominated by the
Commissioner of the District in which the candidate resides for both initial and subsequent terms and
receives a simple majority vote of the Board of County Commissioners (Board). The two at-large members
may be nominated by any Commissioner and must receive a simple majority vote from the Board of
County Commissioners for appointment or reappointment. Members shall serve at the pleasure of the
Board of County Commissioners.
1. Three members will serve a term of four years.
2. Two members will serve a term of three years.
Thereafter, each appointment shall be for a term of four years. All appointments shall be in
accordance with Collier County General Advisory Board's Ordinance No. 2001- 55, as it may be
amended or by its successor Ordinance. Existing terms were kept.

RESOLUTION NO. 2026 - _____
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, REAPPOINTING KELLY HYLAND TO
THE DOMESTIC ANIMAL SERVICES ADVISORY COMMITTEE.
WHEREAS, on September 23, 2025, the Board of County Commissioners (Board) adopted
Ordinance No. 2025-43 establishing the Collier County Domestic Animal Services Advisory
Committee to assume the duties and responsibilities of the former Collier County Animal Services
Advisory Board, which was established by Resolution No. 2004-06, as amended, to make
recommendations to the County Manager on various Domestic Animal Services matters including,
operational review of the facilities, staffing, medical considerations, volunteer and behavior
programs, community outreach, fiscal review, accountability and reporting; and
WHEREAS, Ordinance No. 2025-43 provides that the Committee shall consist of seven
members, with one member appointed from each of the five commission districts and two members
at-large; and
WHEREAS, there are two vacant seats on this Advisory Board; and
WHEREAS, the Board of County Commissioners previously provided public notice
soliciting applications from interested parties; and
WHEREAS, the Board has made its nomination for appointment, in accordance with the
requirements stated in Ordinance No. 25-43.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that KELLY HYLAND, as a
representative of District 1, is hereby appointed to the Animal Services Advisory Committee, to
serve an initial three-year term expiring on April 13, 2029.
THIS RESOLUTION ADOPTED by majority vote on this 24th day of March 2026.
