Executive Summary
Recommendation to appoint two members to the Radio Road Beautification Advisory Committee.
OBJECTIVE: To appoint Amy Hankard and Charles Lascari to the Radio Road Beautification Advisory Committee,
each to a four-year term expiring on March 3, 2030.
CONSIDERATIONS: This five-member committee was created on October 21, 1997, by Ordinance No. 97-52 to aid
and assist the Board of County Commissioners in carrying out the purposes of providing curbing, watering facilities,
plantings, and maintenance of the median areas as set forth in Ordinance No. 96-84. The committee shall recommend
work programs and priorities to the County Manager or his designee. Members shall be permanent residents within the
MSTU. Terms are four years. A list of the current membership is included in the backup.
There are three vacant seats on this committee. The vacancies were advertised, and the following applications were
received:

STAFF RECOMMENDATION: With three of the five seats on this Board standing vacant, a quorum cannot
be achieved, and meetings have not been held. Staff recommends that Ms. Hankard and Mr. Lascari be appointed
to the Committee, each to a four-year term expiring March 3, 2030. A recommendation email is included in the backup.
The remaining vacancy will continue to be advertised.
FISCAL IMPACT: There is no fiscal impact associated with this action.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board

RECOMMENDATION(S): That the Board of County Commissioners adopts the Committee Recommendation and
authorizes the Chair to execute the attached resolution confirming the appointments.

Staff has received apptications from Amy Hankard and Chartes Lascari for and the Committee has
recommended both appticants to the Radio Road |'4STU Advisory Committee.
ln accordance with Resolution No. 2006-83, the appticant meets the criteria to be etigibte for
appointment, such es permanent residency and experience with committees, and a technicat lT
background which assists with irrigation connectivity and service. Currentty, the Radio Road 14STU

RESOLUTION NO. 2026 - ____
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, APPOINTING AMY HANKARD AND
CHARLES LASCARI TO THE RADIO ROAD BEAUTIFICATION
ADVISORY COMMITTEE.
WHEREAS, Collier County Ordinance No. 97-52 established the Radio Road
Beautification Advisory Committee to assist the Board of County Commissioners in carrying out
the purposes of the Radio Road Beautification Municipal Service Taxing Unit (MSTU); and
WHEREAS, Ordinance No. 97-52 provides that this Advisory Committee shall be
composed of five members who generally represent the area within the MSTU; and
WHEREAS, there are three vacancies on this Advisory Committee; and
WHEREAS, the Board of County Commissioners previously provided public notice
soliciting applications from interested parties; and
WHEREAS, staff has provided the Board of County Commissioners with its
recommendation for appointment.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that AMY HANKARD and
CHARLES LASCARI are hereby appointed to the Radio Road Beautification Advisory
Committee, each to a four-year term expiring on March 3, 2030.
THIS RESOLUTION ADOPTED after majority vote on the 14th day of April, 2026.
