Recommendation to adopt a Resolution approving and authorizing the execution of Amendment No. 1 to Public
Transportation Grant Agreement (PTGA) 450316-1-94-01, Contract No. G3680 with the Florida Department of
Transportation to add six (6) months to the current expiration date of June 30, 2026, making the new expiration date
December 31, 2026, to the Agreement for the Purchase of a 5,000 gallon Jet A Refueler Truck at the Marco Island
Executive Airport (MKY).
OBJECTIVE: To approve an amendment to the Florida Department of Transportation (FDOT) PTGA Grant
Agreement allowing an additional six (6) months to purchase a 5,000 gallon Jet A Refueler Truck at the Marco Island
Executive Airport (MKY).
CONSIDERATIONS: On February 11, 2025, Agenda Item 16.G.2, the Board of County Commissioners (the "Board"),
acting as the Collier County Airport Authority (Authority), accepted an FDOT Public Transportation Grant Agreement
(PTGA) 450316-1-94-01, Contract No. G3680 (the “Agreement”) in the amount of $267,903 for the purchase of a 5,000
gallon Jet A Refueler Truck at the Marco Island Executive Airport (MKY). The budget is $334,879 with 80% coming
from the FDOT PTGA at $267,903 and 20% coming from budgeted local funds in the amount of $66,976.
The project encountered delays during the contract execution phase, impacting the overall timeline. The vendor has
advised that manufacturing and delivery of the required equipment will take approximately four to five months. To
accommodate this timeframe and ensure sufficient time for fabrication, delivery, and project closeout, FDOT has issued
Amendment 1, extending the contract by six months. The revised project expiration date is December 31, 2026.
This item is consistent with the Collier County Strategic Plan under Responsible Governance and safeguarding the
taxpayer money by promoting fiscal stewardship and sound budget oversight. In addition, under Infrastructure and Asset
Management, to develop and utilize partnerships to ensure that government facilities meet public expectation.
FISCAL IMPACT: There is no additional fiscal impact related to the extension of the Grant Agreement. Funding for
this project is budgeted within Airport Grant Fund (4093) and Airport Match Fund (4094), Project 33936. Sources of
funding include the FDOT Grant and transfers from Airport Capital Fund (4091).
GROWTH MANAGEMENT IMPACT: This item is consistent with Section B: Intermodal & Multimodal
Transportation, Subsection 2: Aviation of the Transportation Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires a majority vote for Board
approval. – CLD
RECOMMENDATION(S): To adopt a Resolution approving and authorizing the execution of Amendment No. 1 to

A RESOLUTION BY THE BOARD OF COUNTY
COMMISSIONERS, ACTING AS THE COLLIER COUNTY
AIRPORT AUTHORITY, APPROVING AND AUTHORIZING
THE EXECUTION OF THE ATTACHED AMENDMENT NO. 1 TO
THE PUBLIC TRANSPORTATION GRANT AGREEMENT
450316-1-94-01, CONTRACT NO. G3680, WITH THE FLORIDA
DEPARTMENT OF TRANSPORTATION.
WHEREAS, the Collier County Airport Authority has the authority to enter into the attached
agreement with the Florida Department of Transportation to undertake projects as authorized by Chapter
332, Florida Statutes, and Section 14-60 of the Florida Administrative Code, and Ordinance 2004-03.
WHEREAS, on February 11, 2025, the Board of County Commissioners (Board) approved a
Public Transportation Grant Agreement (the "Agreement") with the State of Florida Department of
Transportation (FDOT), executed on June 21, 2023, wherein FDOT will reimburse Collier County up to
$267,903 for a 5,000 gallon Jet A Refueler Truck at the Marco Island Executive Airport (MKY) (FPN
450316-1-94-01); and
WHEREAS, FDOT is willing to amend the Agreement to allow an additional six (6) months of
time on the Agreement, changing the expiration date from June 30, 2026, to December 31, 2026; and
WHEREAS, the Board finds that the Agreement is in the public interest and benefits the citizens
of Collier County.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:
1. The Board approves and authorizes its Chairman to sign Amendment No. 1 to the Agreement
(FPN 450316-1-94-01, Contract No. G3680).
2. The Collier County Clerk is directed to forward a certified copy of this Resolution along with the
Amendment No. 1 for execution by FDOT.
3. This Resolution shall take effect immediately upon adoption.
