(Fund 1833; Project No. 33927). OBJECTIVE: To extend the Period of Performance for the Emergency Management Performance Grant G0559 (EMPG) to ensure sufficient time for the receipt and payment processing of outstanding grant deliverables. CONSIDERATIONS: The Department of Homeland Security (DHS), through the Florida Division of Emergency Management (FDEM), annually provides funding to support local emergency management programs. Collier County was awarded $98,895 in Federal funds under the EMPG program to enhance planning, response, and mitigation capabilities. The current Period of Performance (POP) ends March 31, 2026. The County requested an extension, and FDEM has approved this extension, establishing a revised POP end date of June 30, 2026. The extension is necessary to allow adequate time for the receipt and payment processing of remaining grant deliverables. The majority of the award has already been expended, with a remaining balance of $16,430.80. All activities will continue to align with the original statement of work as approved by FEMA and FDEM. The amendment was received on March 19, 2026, and the grant expires on March 31, 2026. Due to the short turnaround, CMA #5330 authorizes the County Manager to approve the submittal of the grant amendment followed by “After-the Fact” approval by the Board of County Commissioners at the next available Board meeting. The County Manager approved the amendment on March 23, 2026. This item is consistent with the Collier County strategic plan objective to support and enhance our commitment to robust public safety services FISCAL IMPACT: There is no change to the total award amount. Funds were previously appropriated within the Public Safety Grant Fund (1833), Project 33927. GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this item. The initial EMPG grant agreement was approved by the Board of County Commissioners (Board) on November 12, 2024. The agreement currently expires on March 31, 2026. On March 19, 2026, an amendment to extend the agreement to June 30, 2026, was received. The extension is necessary to allow adequate time to exhaust funds and process payment for the remaining grant deliverables. Due to short turnaround, it is necessary to utilize Collier County CMA 5330 policy which authorizes the County Manager to execute grant amendments with a subsequent Board action at the next available meeting of April 14,2026. This will allow the amendment to be executed prior to the current expiration date. Division of Emergency Management ("the Division"), and Collier County ("Sub- Recipient"), to modify Agreement Number G0559, which began on October 1, 2025 ("the Agr6ement"). \ /I-IEREAS, the Division and the Sub-Recipient have entered into the Agreement, pusuant to which the Division has provided a subgrant to Sub-Recipient under the Emergency Management Performance Grant program of l!!.8!L!.1Q!,, VVIIEREAS, the Agreement expires on March 31, 2026; and, WHEREAS, the Division and the Sub-Recipienl desires to extend the terms of the Agreement; and 1.
