(CFBHN) for the Coordinated Opioid Recovery (CORE) Network of Addiction Care funds)4/14/2026 Item # 16.D.7 ID# 2026-777 Executive Summary Recommendation to approve and authorize the County Manager to sign any documents required by Central Florida Behavioral Health Network, Inc. (CFBHN) for the Coordinated Opioid Recovery (CORE) Network of Addiction Care funds (Grant Fund 4053). OBJECTIVE: To utilize opioid CORE funds received to address the opioid epidemic and support Collier County’s strategic objective of advancing access to health, wellness, and human services. CONSIDERATIONS: The CORE program, piloted by the State to address substance abuse and recovery to disrupt the opioid epidemic, is managed by Central Florida Behavioral Health Network (CFBHN), the Managing Entity (ME), through the Department of Children and Families (DCF). In November 2023, Collier County was named as a CORE Expansion County to the 12 Legacy Counties. On September 9, 2025, Agenda Item #16.F.2., Collier County Emergency Medical Services (EMS) and CFBHN entered into an agreement. EMS was to originally provide Medication-Assisted Treatment (MAT) and procure laryngoscopes. They have since revised their CORE plan to provide counseling and training services to EMS staff in compliance with the CORE Strategies and Approved Uses. This is a five-year agreement with an effective date of July 1, 2025 through June 30, 2030. The FY 25/26 budget amount is $72,916.66. Each subsequent year, an amendment to the agreement shall be presented to the Board when CFBHN notifies the County of the annual funding amount. Any carry-forward funding from prior years will be included in the amendment, if approved by CFBHN. Community and Human Services Division will assist EMS staff with providing administrative and fiscal support associated with the grant administration and will utilize the administrative funds set aside to support staff cost. As a requirement of the agreement, it is necessary to annually submit certifications to CFBHN. Staff is seeking approval to have these signed annually by the County Manager. Supports Collier County’s strategic objective of advancing access to health, wellness, and human services. FISCAL IMPACT: The recommended actions described in this Executive Summary have no new Fiscal impact. GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this item. LEGAL CONSIDERATIONS: This item has been approved in terms of form and legality and requires a majority vote for Board approval.
