Executive Summary
Recommendation to approve and authorize the Chair to sign the First Amendment to the Emergency Solutions Grant
Subrecipient Agreement #ES25-01 between The Shelter for Abused Women & Children, Inc., and the Collier County
Board of County Commissioners, to modify the period of performance, increase the project budget by $30,000.00, update
the contact information, and revise Grant and Special Conditions, Grant Control Requirements, Terms and Conditions,
and General Provisions. (Housing Grant Fund (1835), Project 33949)
OBJECTIVE: To provide ongoing support for shelter operations to homeless victims of domestic violence and further
the County’s strategic plan focus area quality of place by supporting access to health, wellness, and human services to
Collier County residents.
CONSIDERATIONS: In accordance with 24 CFR 91, Collier County is required to submit to the U.S. Department of
Housing and Urban Development (HUD) a Consolidated Plan every five years outlining the goals and activities to be
undertaken with HUD entitlement funds over the five-year period for the Community Development Block Grant
(CDBG), Home Investment Partnerships (HOME), and the Emergency Solutions Grants (ESG). The Board of County
Commissioners (Board) approved the Collier County 2021-2025 Consolidated Plan on June 22, 2021 (Agenda Item
#16.D.7).
The Consolidated Plan is implemented through the Annual Action Plan, which summarizes the activities and the specific
federal and non-federal resources to be used each year. On May 22, 2025, the County advertised the 2025-2026 Annual
Action Plan. A public hearing was held on June 5, 2025, with a 30-day Citizen Comment period from June 6, 2025, to
July 6, 2025, in accordance with HUD regulations. No public comments were received.
On July 8, 2025 (Agenda Item #16.D.2), the Board approved the Collier County One-Year Action Plan and associated
Budget Amendment for Federal Fiscal Year 2025-2026, including activities for the Emergency Solutions Grants (ESG)
Program.
On October 14, 2025 (Agenda Item #16.D.7), the Board approved the ESG Subrecipient Agreement with The Shelter for
Abused Women & Children, Inc. The agreement established $65,000.00 in funding for Shelter Operations.
Collier County entered into the PY2025-2026 ESG agreement with HUD on January 6, 2026. The period of
performance in the Agreement began on January 6, 2026. As such, the Shelter for Abused Women & Children, Inc.’s
Agreement needs to be modified to align the periods of performance to the County’s start date on January 6, 2026, as
reflected in the HUD Funding Approval/Agreement.
The proposed Amendment #1 will amend the Agreement to modify:
(a) Section 1.1 Grant Special Conditions:
a. A. update policy requirements.
b. B. update language addressing Conflict of Interest.
(b) Section 1.2 Project Details:
a. A. Project Description/Budget: increase the total Federal Amount from $65,000.00 to $95,000.00 to cover
additional Shelter Operating Expenses and Personnel Salaries.
b. C. Performance Deliverables to include Fair Housing Calls Report, Exhibit K Certification Regarding Drug-Free
Workplace Requirements, Exhibit L Certification Of Compliance With Anti-Discrimination, Fair Housing, and
Equal Employment Opportunity Laws, Exhibit M Subrecipient/Developer/Vendor Conflict of Interest Disclosure
Form, Exhibit N Affidavit Regarding Labor And Services, Exhibit O Never Contract With The Enemy Certification,
and Exhibit P Consent To Verify Immigration Status.
c. D. Payment deliverables additional language to Submission Schedule and retainage.
(c) Section 1.3 Period of Performance: update start date from October 1, 2025 to January 6, 2026.
(d) Section 1.4 Agreement Amount: increase the total agreement amount from $65,000.00 to $95,000.00.
(e) Section 1.7 Notices: Update Collier County Grants Coordinator contact information.
(f) Part II Grant Control Requirements:

FISCAL IMPACT: There is no new fiscal impact for this proposed amendment to allocate additional funds in the
amount of $30,000 to the Emergency Solutions Grant 2025-2026 Shelter agreement ES25-01. These funds will include
distribution towards various Shelter Operations expenses and Personnel Salaries. Emergency Solutions Grant funding
requires a 1:1 match and this total obligation ($95,000) will be met by the Subrecipient. The funding sources for the
award are budgeted in Housing Grant Fund (1835), Project 33949.
GROWTH MANAGEMENT IMPACT: This item has no impact on the Housing Element of the Growth Management
Plan of Collier County.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires a majority vote of the Board
for approval. – CLD
