Executive Summary
Recommendation that the Board of County Commissioners, as the ex-officio Governing Board of the Collier County
Water-Sewer District, award Invitation to Bid No. 25-8400 to U.S. Water Services Corporation for the Raw Water
Booster Pump Station Improvements project in the amount of $1,345,947.43, approve an Owner’s Allowance of
$100,000, and authorize the Chair to sign the attached Agreement. (Project Number 70085)
OBJECTIVE: The public purpose is to maintain water system reliability and sustainability for Collier County Water-
Sewer District ("CCWSD") customers. This action provides for critical facility and operational improvements to the
Raw Water Booster Pump Station ("RWBPS") in the Golden Gate wellfield to ensure continued conveyance of raw
water to the County’s regional water treatment plants.
CONSIDERATIONS: Constructed in 1990, the RWBPS is a critical component of the County’s potable water supply
infrastructure, reliably conveying raw water from 39 wells to the County’s two regional water treatment plants. This
project is required due to the infrastructure's age and the critical nature of this facility. The RWBPS provides all raw
water for nanofiltration at the North County Regional Water Treatment Plant and for lime softening at the South County
Regional Water Treatment Plant. These two processes represent 50 percent of the County’s water treatment capacity.
The RWBPS must be maintained to be in service 100% of the time.
This improvement project includes the following enhancements to support operations, maintenance, and staff safety:
• Conversion of a former mechanical room to a staff staging area
• Construction of a water supply well and water treatment system
• Replacement of the effluent flow meter
• Construction of a semi-enclosed storage canopy over an existing concrete slab for County vehicle and
equipment storage
On September 18, 2025 (Agenda item 2.A), the Board approved Capital Improvement Plan funding for Project No.
70085, the RWBPS Improvements project.
On January 27, 2026 (Agenda Item 9.A), the Board approved the 2025 Annual Update and Inventory Report, which
includes the Capital Improvement Plan and the RWBPS Improvements project. The Collier County Water-Sewer
District established a GIS-based integrated Enterprise Asset Management System. Assets are routinely evaluated, and
field conditions are updated by operations staff and, where appropriate, listed in the Capital Improvements Plan for the
Engineering and Project Management Division to implement projects.
On August 18, 2025, the Procurement Services Division issued Invitation to Bid No. 25-8400, seeking construction
services for the RWBPS Improvements project. The County received five bids by the October 24, 2025, deadline as
summarized below:

Staff reviewed all bids received and determined that each bidder was responsive and responsible. U.S. Water Services
Corporation (“USW”) submitted the lowest responsive and responsible bid. Based on the competitive bidding results,
qualifications review and cost analysis, staff recommend awarding the attached Agreement to USW.

USW has more than 22 years of experience providing water infrastructure services in Florida and has successfully
completed similar work for other municipalities.
The County’s engineering consultant, Tetra Tech, Inc., evaluated the bids and confirmed that USW meets all
qualifications required for the project. The recommended bid is approximately nine percent below Tetra Tech’s
Engineer’s Opinion of Probable Construction Cost of $1,484,280, supporting a determination of cost reasonableness and
best value to the County.
In addition to the base bid amount, staff recommends approval of an Owner’s Allowance in the amount of $100,000 to
address potential unforeseen site conditions that may be encountered during construction. Use of the Owner’s
Allowance will be strictly controlled by the County and authorized only as necessary, with appropriate documentation
required for any additional work performed under the allowance.
This item is consistent with the Collier County strategic plan objective to maintain public infrastructure and facilities to
effectively, efficiently, and sustainably meet the needs of our community. It further supports the Infrastructure and Asset
Management Strategic Focus Area’s objectives to optimize the useful life of public infrastructure resources through
proper planning and preventative maintenance. This item is aligned with the Annual Update and Inventory Report and
other planning tools that establish and implement plans for the availability and adequacy of public facilities and ensure
compliance with all regulatory requirements.
FISCAL IMPACT: Funding in the total amount of $1,445,947.43 is available within Water Capital Fund (4012),
Project No. 70085. The source of funding is the Water User Fee Capital Project Fund.
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the
adequacy and availability of viable public facilities and to remain in compliance with all regulatory requirements.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board

Recommended Bidder For Award
On August 18, 2025, the Procurement Services Division issued Construction Invitation to Bid (ITB) Solicitation No.
25-8400, “Raw Water Booster Pump Station Improvements”, to three thousand four hundred and twenty-two
(3,422) Bidders. Two thousand, one hundred and eighty-five (2,185) Bidders viewed the bid package.
August 29th, 2025, a non-mandatory pre-bid meeting, followed by a non-mandatory site visit, was held offering
prospective bidders an opportunity to participate. The solicitation was initially advertised forty-six (46) days and
was extended to twenty-one (21) additional days, during which time staff conducted additional outreach. Five (5)
bids were received by October 24, 2025, the submission deadline.
Staff reviewed the five (5) bids received; all bids were deemed responsive and responsible as shown above with
US Water Services Corporation and Sequoia Construction Group LLC having minor irregularities. Staff determined
that US Water Services Corporation is the lowest responsive and responsible bidder.

Recommendation of Award
Mr. Sivert,
Bids for the above-referenced project were received by Collier County on October 24, 2025. Tetra
Tech, serving as the Engineer of Record, has completed our review of the bid submitted by the
apparent low bidder, US Water Services Corporation (USWS), and we are pleased to provide the
following award recommendation.
The scope of the Raw Water Booster Pump Station Improvements project includes a Pre-Engineered
Metal Building (PEMB), Flow Meter Replacement, Potable Well and RO System, and Office Space and
Restroom Upgrades.
Based on Collier County Procurement’s review of the Bid Tabulation, a total of five bids were received,
with all five bids being deemed responsive. The apparent low bid is from US Water Services
Corporation in the amount of $1,345,947.43. The Engineer’s Opinion of Probable Construction Cost
(OPCC), prepared in April of 2025, is $1,484,280.00. The bid received from USWS is approximately
9.3% lower than the Engineer’s OPCC.

References were provided, and the completed Vendor Reference Check Logs for four (4) references are
attached for the following projects:
1. Master Pump Station 6600, LS 616, LS 617 Improvements
2. Carson Road Water Treatment Plant Electrical Upgrade
3. Nassau Amelia Utilities (NAU) Lift Station No. 27 Rehabilitation
4. Duplex Lift Station Rebuilds M103, 116, 118, & 119
The project references provided by USWS were contacted and Tetra Tech determined the references
contain sufficient relevant experience with similar projects to demonstrate the required successful
experience to complete the project. Regarding the review of the bidder’s references and qualifications,
Tetra Tech provides the following clarifications regarding our review:
x Tetra Tech has worked directly with US Water Services Corporation in this region, and their
work was adequate.
x Our recommendation is therefore based on past experiences and the references provided by USWS.
x We were able to speak with two references and two responded via email.
Based on our review, including the clarifications provided above, Tetra Tech recommends that Collier
County award US Water Services Corporation the contract for the Raw Water Booster Pump Station
Improvements in the bid amount of $1,345,947.43.
