Executive Summary
Recommendation to authorize the Office of the County Attorney to initiate foreclosure proceedings pursuant to Section
162.09, Florida Statutes, in relation to $164,823.60 in accruing code enforcement liens for ongoing violations at 1500
Daffodil Ct., Naples, Florida 34120, arising from Special Magistrate Case No. CELU20200013266, titled Board of
County Commissioners, Collier County, Florida, vs. Sherry Lynn Hinds.
OBJECTIVE: To obtain Board authorization for the Office of the County Attorney to initiate foreclosure proceedings
pursuant to Section 162.09, Florida Statutes, in relation to $164,823.60 in accruing code enforcement liens against all
real and personal property owned by Sherry Lynn Hinds, for ongoing violations at 1500 Daffodil Ct., Naples, Florida.
CONSIDERATIONS: The property located at 1500 Daffodil Ct., Naples, FL 34120, Folio No. 00109280006, in Collier
County, is owned by Sherry Lynn Hinds, pursuant to the Collier County Property Appraiser.
Case No. CELU20200013266: On July 1, 2022, after a public hearing, the Code Enforcement Special Magistrate (OSM)
entered an order finding the property owner in violation of Collier County’s ordinances. The prohibited storage and use
of items and debris on site without having an approved primary/principal structure. Items and debris, including but not
limited to two RVs, generators, a utility trailer, wood, metal, rugs, furniture, fuel cans, cardboard, plastic sheets, and
buckets. The order imposed a $33,323.60 lien on all real and personal property owned by Sherry Lynn Hinds, and which
provided for continuing accrual of fines until abatement. The lien order was recorded in the Official Public Records of
Collier County at O.R. Book 6155, Pages 1506-1508, on July 21, 2022. Fines continued to accrue; therefore, the lien
amount of $164,600 is based on 1,646 days ($100 per day from August 5, 2021, through February 5, 2026), plus
operational costs of $223.60, totaling $164,823.60.

FISCAL IMPACT: Fiscal impact of initiating a foreclosure suit is approximately $410.00 (representing a $400.00
filing fee plus cost of service). Costs for maintaining the lawsuit (including, as necessary, any title review, copies,
mailings, service, transcripts, and other routing litigation costs) should not exceed $6,000. The County should
ultimately recover all costs in initiating and pursuing this lawsuit.
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this Executive
Summary.
LEGAL CONSIDERATIONS: The County Attorney’s Office has reviewed this item and approved it as to form and
legality. This item requires a majority vote for approval. RTT

a mobile home on site (which is being
addressed with case #CENA20200013233)
Observed items and debris on site, including,
bug not limited to, wood, metal, rugs,
furniture, fuel cans, cardboard, plastic sheets,
buckets. Spoke with a woman who identified
herself as Karrie Hinds, Step-Daughter of
listed property owner, Recinda Hinds. I
explained to Karrie that living in RV's is not
allowable land use for this property. I also
explained that all the items and debris on site
had to be removed. Karrie stated that there
are no hook ups other than the portable
generators on site. Karrie stated she has no
make shift septic on site, only internal septic
on RV. Karrie provided me with her phone
number (239-206-9782) but said her phone is
not currently working. I explained to Karrie
that Notices of Violation would be forth
coming for the violations on this property. I
gave Karrie my business card with cell
number on it and asked her to pass it along to
the property owner. Karrie did not have a
phone number for the property owner. Lastly,
Karrie stated that she would start cleaning up
the property and keep posted with progress
moving forward. Will cite items not being dealt
with by case #CENA20200013233. The use
of this land with these items on it is prohibited,
as there is no longer an approved
primary/principle living structure on site. Will
