FIFTH AMENDMENT TO AGREEMENT No. 15-6409 r

800MHz P25 PROJECT
THIS FIFTH AMENDMENT, made and entered into on this ,„94t' day of
rnr►roh 2026, by and between Communications International, Inc. (the "Contractor") and
Collier County, a political subdivision of the State of Florida, (the "County" or "Owner")
(collectively, the "Parties"):
WHEREAS, on April 14, 2015 (Agenda Item No. 11.A), the County entered into
Agreement No. 15-6409, "800MHz P25 Project"(the "Agreement"), with the Contractor for the
implementation of a P25 Digital Radio System; and
WHEREAS, on May 28, 2019 (Agenda Item No. 16.E.2), the County entered into a First
Amendment to the Agreement to include maintenance services and pricing for operation of the public
safety radio system and additional pricing through 2021; and
WHEREAS, on November 17, 2021 (Agenda Item No. 16.E.4), the County approved a
Second Amendment to the Agreement to include maintenance pricing for items not covered by
warranty, labor rates and operation of the public service safety radio system and additional pricing
through 2023; and
WHEREAS, on November 14, 2023 (Agenda Item No. 16.F.8), the County approved a
Third Amendment to the Agreement to add extended warranty rates and maintenance through 2025;
and
WHEREAS, on May 13, 2025 (Agenda Item No. 16.F.5), the County approved a Fourth
Amendment to the Agreement to modify the pricing schedules for items not covered by warranty, labor
rates and other additional pricing through the scheduled termination of the Agreement in April 2026;
and
WHEREAS,the Parties desire to further amend the Agreement to extend the Agreement for
an additional year from April 12, 2026 and continuing through April 13, 2027, and to modify the
pricing schedules to reflect increases in the cost for equipment maintenance services, extended
warranty, labor rates, and short-term radio rentals; and
WHEREAS, recognizing among other things the unique services provided by the
employees of the Contractor, the County agrees not to solicit, or hire said employees during the term
of this Agreement (including any renewals thereof) and for a period of one year thereafter without the
prior written consent of Contractor; and
NOW, THEREFORE, in consideration of the mutual promises and covenants herein
contained, it is agreed by the Parties as follows:
1. The above recitals are hereby incorporated into this Fifth Amendment as if fully set forth
herein.

2. Upon execution of this Fifth Amendment, the Parties agree to incorporate the below referenced
attached exhibits for pricing on equipment, maintenance, labor and for other items not covered
by warranty, and the radio rental program effective April 12, 2026 through April 13, 2027:
2.1 Exhibit "E-3" Collier County Annual Terminal Maintenance / Extended Warranty
Rates 2025-2026 attached to the Fourth Amendment to the Agreement is hereby
replaced in its entirety with the attached Exhibit "E-3," Collier County Extended
Warranty Rates and Annual Terminal Maintenance for 2026-2027.
2.2 Exhibit "G-2" New Equipment & Accessories Pricing for 2025-2026 attached to the
Fourth Amendment to the Agreement is hereby replaced in its entirety with attached
Exhibit"G-2",New Equipment and Accessories Pricing for 2026-2027.
2.3 Exhibit "G-3" Collier County Contract Labor rates 2025-2026 attached to the Fourth
Amendment to the Agreement is hereby replaced in its entirety with the attached "G-
3," Collier County Contract Labor Rates for 2026-2027.
2.4 Exhibit `G-4," the L3Harris Managed Services pricing considerations, is attached
hereto and incorporated into the Agreement.
2.5 The Collier County Radio Rental Program 2025-2026 attached to the Fourth
Amendment to the Agreement is hereby replaced in its entirety with the attached
Collier County Radio Rental Program 2026-2027.
2.6 Equipment and accessories with a single item amount of $500.00 or more shall
require the vendor to provide backup documentation.
3. All other terms and conditions of the Agreement, as previously amended, shall remain the
same.

Collier County Radio Rental Program 2026-2027
Communications International(Cl)will maintain a cache of 35 portable radios capable of
operating on the Collier County P-25 Phase 2 Public Safety Radio System. This radio cache
wilt be maintained in operational condition year•round,will include chargers and batteries
and will be made available for rental to Collier County authorized Public Safety Radio
System users for special events,preparation for and in response to natural disasters,and
any other need to support governmental operations. Radios will not be deployed to an
Agency/Department without prior approval of Collier County.Collier County will have
priority over other Agency/Department requests and,as such,will have first right of
refusal.This radio cache wilt be available for deployment with no more than a 3•day notice
period,subject to County approval,assignment of talkgroups. LIDs,aliases,personalities
and activation on the system. Radios will be programmed with talkgroup personalities.
LIDS and aliases as determined and authorized by Collier County Emergency Management.
