Executive Summary
Recommendation that the Board of County Commissioners, as the ex officio Governing Board of the Collier County
Water-Sewer District, award Request for Professional Services No. 25-8375 to Stantec Consulting Services, Inc., for
Construction Engineering and Inspection Services for the Northeast Service Area Utility Expansion Project in the amount
of $3,966,873.00, approve the necessary Budget Amendments, and authorize the Chair to sign the attached Agreement.

OBJECTIVE: The public purpose of this project is to continue providing reliable, sustainable utility services for the
Collier County Water-Sewer District (the "CCWSD"). This action is requesting approval of a contract for the
construction and engineering inspection ("CEI") services for utility expansion in the Northeast area.
CONSIDERATIONS: The CCWSD will be expanding utility and fiber infrastructure on Oil Well Road from east of
the Town of Big Cypress to west of State Road 29. On April 4, 2025, the Procurement Services Division released
notices for Request for Professional Services No. 25-8375, seeking proposals from consultants to provide CEI Services
for the Northeast Service Area Utility Expansion project including water, wastewater, and fiber optic infrastructure
along Oil Well Road, the construction of pump stations at the Camp Keais utility site, and a water quality monitoring
panel at the Horse Trials utility site. The County extended the due date to submit proposals an additional 28 days to
perform vendor outreach and promote competition, and ultimately received four proposals by the June 10, 2025,
deadline.
On December 9, 2025 (Agenda Item 16.C.4), the Board approved the selection committee’s ranking and authorized staff
to begin negotiations with the top-ranked firm, Stantec Consulting Services Inc. ("Stantec").
Staff began negotiations with Stantec in January 2026. Stantec originally presented a proposal in the amount of
$4,659,585,00, which staff negotiated down to $3,966,873.00 following a series of negotiation sessions coordinated by
the Procurement Services Division. Staff recommends that the Board approve the attached Agreement with Stantec in
the amount of $3,966,873.00 to provide the CEI services required to complete the project.
The proposed scope of services includes construction observation, documentation, inspection, and oversight to ensure
that the project is completed according to the construction plans and required standards.

The Board's approval of this item will also be an acknowledgment of the cost reasonableness of the contract amount
based upon staff's competitive negotiation as required by the Consultants Competitive Negotiations Act, Florida Statute
§287.055.
This item is consistent with the Collier County strategic plan objective to plan and build public infrastructure and
facilities to effectively, efficiently, and sustainably meet the needs of our community. It further is in support of the
Infrastructure and Asset Management Strategic Focus Area’s objectives to optimize the useful life of all public
infrastructure resources through proper planning and preventative maintenance. This item is aligned with the Annual
Update and Inventory Report (AUIR) and other planning tools that establish and implement plans for availability and
adequacy of public facilities and remain in compliance with all regulatory requirements.
FISCAL IMPACT: Funding in the amount of $3,966,873 is required for Construction Engineering and Inspection
Services for the Northeast Service Area Utility Expansion Project (70194). The sources of funding include bond

proceeds, commercial paper, and/or impact fees.
Available funding within County Water-Sewer Bond #2 Proceed Fund (4019) totals approximately $511,413. A budget
amendment of $3,455,460 to appropriate reserves from the Water/Wastewater Bond Loan Reserve Fund (4020) is
required to fully fund the project. This amendment will close the remaining funding gap. Project costs supported by
commercial paper are anticipated to be refinanced through a future long-term, fixed interest rate bond issuance.
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the
adequacy and availability of viable public facilities and to remain in compliance with all regulatory requirements.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board
