Executive Summary
Recommendation to amend Exhibit “A” to Resolution No. 2013-239, the List of Speed Limits on County Maintained
Roads, to revise the speed limit on Hollow Drive, portions of Capri Boulevard, Oil Well Road, and Vanderbilt Beach
Road to reflect those speed limit changes.
OBJECTIVE: To revise the speed limit on Hollow Drive, portions of Capri Boulevard, Oil Well Road, and Vanderbilt
Beach Road, and to amend the List of Speed Limits on County Maintained Roads to reflect those changes.
CONSIDERATIONS: Pursuant to Florida Statute, Chapter 316, Collier County Ordinance No. 91-25, as amended, and
Resolution Number 2013-239, as amended, the Board has the authority to establish and alter speed limits by means of a
resolution filed with the Clerk that creates a single comprehensive codification of all speed limits on county-maintained
roads. The Board may set speed zones where a change is reasonable and in conformity with criteria promulgated by the
Florida Department of Transportation (“FDOT”). The criteria for work zones must include consideration of existing
and anticipated field conditions and are defined in the “Speed Zoning for Highways, Roads and Streets in Florida”
Manual (FDOT Manual Number 750-010-002, 1997 Edition). This manual was developed by the FDOT to promote
uniformity in the establishment of state, municipal, and county speed zones throughout the State of Florida.
Traffic Operations reviewed the current List of Speed Limits on County Maintained Roads and recommends the
following changes:
1. An engineering study determined that a reduction of the speed limit on Hollow Drive from the existing speed
limit of 30 mph to 25 mph is appropriate. This segment is considered a residential district roadway, and all the
adjoining streets in this residential district are currently posted at 25 mph.

2. An engineering study determined that a reduction of the speed limit on Capri Boulevard from W & E Pago Pago
Drive to Samar Lane from the existing speed limit of 30 mph to 25 mph is appropriate. Due to the projected
increase in traffic volume, roadside development, and the sharp curves in this roadway segment, reducing the
speed limit to 25 mph will better align with the projected conditions.

3. An engineering study determined that a reduction of the speed limit on Vanderbilt Beach Road from Vanderbilt
Drive to Gulf Shore Drive from the existing speed limit of 35 mph to 30 mph is appropriate. This segment
approaches and ends at a beach access area. The segment generates high pedestrian volume. A similar segment
within the neighborhood with comparable characteristics on Bluebill Avenue has a speed limit of 30 mph.

4. During the design of county project 60199 (Vanderbilt Beach Road Widening), an engineering review
determined that a temporary construction speed limit of 35 mph on Vanderbilt Beach Road is warranted.

5. Currently, three large developments are taking place on Oil Well Road east of Desoto Boulevard. The request
for a temporary construction speed limit of 35 mph on these portions of Oil Well Road east of Desoto
Boulevard is warranted due to portions of the road being raised 2-4 feet, a large pipe being installed, material
hauling, and utility connections.
The Sheriff’s Office was contacted regarding changing the speed limits and concurs with the recommendations of
Traffic Engineering staff.
This item is consistent with the Collier County strategic plan objective to design and maintain an effective transportation
system to reduce traffic congestion and improve the mobility of our residents and visitors.
FISCAL IMPACT: Funding required for staff to change the speed limit signs (removal, new sign creation, installation)
on the respective streets is estimated to cost $750. Funding is available in the Transportation Services Fund (1001),
within Traffic Operations Cost Center 163630.
GROWTH MANAGEMENT IMPACT: This recommendation is consistent with the Long-Range Transportation Plan
and Objective 1 of the Transportation Element of the Collier County Growth Management Plan to maintain the major
roadway system at an acceptable Level of Service.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and
legality and requires majority vote for approval. —SRT
RECOMMENDATION(S): To approve the attached Resolution amending Exhibit “A” to Resolution No. 2013-239, to
change the speed limits on Hollow Drive, and portions of Capri Boulevard, Oil Well Road, and Vanderbilt Beach Road,
and amend the List of Speed Limits on County Maintained Roads.
