Agenda 03/24/2026 Item #16F 3 (Approve the revised Emergency Management Performance Grant (EMPG) Agreement G0635 from the Florida Division of Emergency Management(FDEM) to correct a scrivener’s error)3/24/2026 Item # 16.F.3 ID# 2026-606 Executive Summary Recommendation to approve the revised Emergency Management Performance Grant (EMPG) Agreement G0635 from the Florida Division of Emergency Management (FDEM) to correct a scrivener’s error in the award amount previously approved by the Board on January 13, 2026, Item 16.E.2, and authorize necessary Budget Amendments. (Fund 1833 No. 33973) OBJECTIVE: To correct a scrivener’s error in the EMPG Agreement G0635 award amount and obtain Board approval of the revised agreement reflecting the accurate award total. CONSIDERATIONS: On January 13, 2026, the Board approved Item 16.E.2, authorizing execution of the Emergency Management Performance Grant (EMPG) Agreement G0635. The agreement and corresponding Executive Summary listed the award amount as $100,739.99. After approval, FDEM identified a scrivener’s error: the correct award amount issued by FDEM is $100,730.99. No programmatic, operational, or substantive terms of the agreement have changed. The only revision is the correction of the award amount to match the official FDEM documentation. A revised agreement reflecting the accurate amount is attached for Board approval. The EMPG program provides annual federal funding through the Department of Homeland Security (DHS) and FDEM to support local emergency management planning, training, response, and mitigation activities. The grant period remains unchanged: October 1, 2025 – September 30, 2026. This action supports the Collier County strategic objective of maintaining a fully responsive, best-in-class emergency management capability. FISCAL IMPACT: A budget amendment is required to reduce the appropriation from FDEM by $9.00 within the Public Safety Grant Fund (1833), Project 33973, to the corrected amount of $100,730.99. GROWTH MANAGEMENT IMPACT: This item supports Goal 12 of the Conservation and Coastal Management Element of the Growth Management Plan by enhancing public safety, health, and welfare through improved preparedness for hurricanes and storm-related hazards. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and legality and requires a majority vote for approval. -JAK RECOMMENDATION(S): To approve the revised Emergency Management Performance Grant (EMPG) Agreement G0635 from the Florida Division of Emergency Management (FDEM) to correct a scrivener’s error in the award amount previously approved by the Board on January 13, 2026, Item 16.E.2 and authorize the necessary Budget Amendments.
