Executive Summary
Recommendation to approve a First Amendment to extend Agreement No. 20-7745, “HVAC Supplies and Customized
Parts,” with JSFM, Inc., d/b/a Johnstone Supply, and authorize the Chair to sign the attached Amendment.
OBJECTIVE: To ensure continued access to essential HVAC parts, materials, and equipment under competitively
awarded pricing while a replacement solicitation is finalized.
CONSIDERATIONS: The Facilities Management Division routinely relies on a broad range of HVAC parts and
equipment to support the maintenance and repair of County facilities.
On October 27, 2020 (Agenda Item 16.C.2), the Board awarded Invitation to Bid No. 20-7745 to JSFM, Inc., d/b/a
Johnstone Supply, for “HVAC Supplies and Customized Parts.”
Agreement No. 20-7745 with JSFM, Inc., has exhausted all renewals and is currently operating under an administrative
extension set to expire on April 25, 2026. No formal agreement was issued with this award.
Staff recommends approving the amendment to extend the agreement term by one additional year while the ongoing
solicitation process is finalized. Upon award of a replacement agreement, the existing agreement will be terminated
earlier as appropriate.
This item is consistent with the Collier County strategic plan objective to optimize the useful life of all public
infrastructure and resources through proper planning and preventative maintenance.
FISCAL IMPACT: Funding for this extension is available within the Facilities Management Cost Center (0001-
122240). Other County Manager Divisions utilizing this agreement will fund expenditures from their respective
budgets. Historically, County departments have spent approximately $1,015,000.00 annually under this Agreement.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this Executive
Summary.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board
