3/24/2026 Item # 16.K.3 ID# 2026-552 Executive Summary Recommendation to approve a Third Amendment to Agreement # 18-7343-WV for Court Reporting with U.S. Legal Support, Inc., to extend the Agreement for an additional five-year term and modify the fee schedule to include additional services. OBJECTIVE: To obtain approval of a Third Amendment to Agreement # 18-7343-WV for Court Reporting with U.S. Legal Support, Inc., to ensure the availability of court reporting services including recording and transcription of depositions, meeting minutes, testimony for court hearings, and other similar services. CONSIDERATIONS: The County, including the County Attorney’s Office, uses court reporting services for multiple purposes including to transcribe depositions, trials, arbitrations, and administrative proceedings. Court reporting services are also used for advisory committee meeting minutes including the Collier County Planning Commission. Court reporting services sometimes also include videotaping services and similar technology based transcription services. On May 8, 2018, the Board of County Commissioners (“Board”) approved Agreement # 18-7343-WV with U.S. Legal Support, Inc. (the “Agreement”) to provide court reporting services for Collier County and the County Attorney. The County entered into the Agreement with U.S. Legal Support, Inc. through a Board approved exemption from the competitive process for legal services provided in Section 8, subsection 7 of Collier County Procurement Ordinance No. 2013-69, as amended. The Agreement provided for an initial three-year term with two one-year renewal terms. The County exercised the first one-year renewal term, and on May 25, 2021, the Board approved the First Amendment to the Agreement to adjust the rates during the two renewal terms. On May 28, 2023, the Board approved the Second Amendment to Agreement to extend the Agreement an additional three-year term and to adjust the rates during the extended term which is set to expire on May 28, 2026. The County Attorney’s Office prepared the Third Amendment to the Agreement to extend the Agreement an additional five-year term. The rates have not changed but the Third Amendment includes additional court reporting services, such as DepoSummary Pro, litigation technology, support and security management, and language interpreting services. FISCAL IMPACT: Funds for these services shall come from each individual using department’s budget as services are required. GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this Executive Summary. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board approval. — CLD RECOMMENDATION(S): That the Board approve a Third Amendment to Agreement # 18-7343-WV for Court Reporting with U.S. Legal Support, Inc., to extend the Agreement for an additional five-year term and modify the fee schedule to include additional services.
