Executive Summary
Recommendation to appoint Lindsey Touchette to the Collier County Citizen Corps.
OBJECTIVE: To appoint Lindsey Touchette to the Collier County Citizen Corps, representing the Collier Community
Foundation.
CONSIDERATIONS: This 9 member committee was established by Ordinance No. 02-56, as amended, to advise the
Board of County Commissioners on all hazards preparedness and other related issues; to act as a coordinating agency for
activities that support an all hazards approach to threats and hazards that pose the greatest risk to Collier County; to
assist in the recruitment of volunteers by publicizing and expanding existing community programs; to assist in achieving
and maintaining accreditation through the Emergency Management Accreditation Program; to facilitate communication
between Collier County & State & Federal agencies on all hazards activities, as well as to enable Collier County to
identify outside resources such as grants, training opportunities and equipment. The committee members represent
various community organizations. Each member shall be considered a liaison between their respective organization and
the committee and shall be recommended by their organization to the Board of County Commissioners for consideration
for appointment to the committee for a four-year term. A list of the current membership is included in the backup.
There is currently one vacant seat on this committee. Eileen Connolly-Keesler, as the President and CEO of the Collier
Community Foundation, has recommended Ms. Touchette to serve as the Foundation liaison to this committee. A
recommendation letter is included in the backup.

Dear Commissioners,
Ms. Lindsey Touchette is hereby nominated to represent the Disaster Ready Collier County
(DRCC) seat on the Collier County Citizen Corps Advisory Committee.
Ms. Touchette is the Vice President of Community Engagement for the Collier Community
Foundation, which funds the operation of DRCC. Since the contractual expiration of DRCC's
only employee, Ms. Touchette has stepped in to ensure DRCC continues to function, bringing
continuity and stewardship to all participating NGOS in Collier County.
DRCC and the Collier Community Foundation are key partners in Collier County, serving in blue
skies and grey. DRCC plays an important role in bringing collaboration, cooperation,
communication, and coordination of participating NGOs before, during and after disasters.
DRCC works hand in hand with the EOC to ensure immediate needs are met, long-term needs
are met with case workers, and recovery is as fast and efficient as possible. Partnership
between DRCC and Citizen Corp has also provided networking and opportunities between the
DRCC and Citizen Corp members. Because ofthis, I am requesting your consideration and
approval of Ms. Touchettes appointment with the Collier County Citizen Corps Advisory
Committee.

Disaster Ready Cottier County (COAD), a cross-sector coatition designed to improve
communication, coordination, and community readiness before, during, and after
disasters. White this effort has been a true cotlaborative partnership and not the work of
any one organization, I have played an active rote in hetping bring partners together,
shaping strategy, and ensuring phitanthropy is atigned with broader community resilience

A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, APPOINTING LINDSEY TOUCHETTE
TO THE COLLIER COUNTY CITIZEN CORPS.
WHEREAS, Collier County Ordinance No. 2002-56, as amended, established the Collier
County Citizen Corps as an Advisory Committee to advise the Board of County Commissioners
(Board) on a wide range of hazards preparedness and other related issues; and
WHEREAS, Ordinance No. 2002-56, as amended, provides that this Advisory Committee
shall consist of nine voting members representing the Community Emergency Response Team,
United Way, Collier County Fire Chiefs Association, Collier Ready – Community Organizations
Active in Disaster (COAD), Coast Guard Auxiliary, American Red Cross, Salvation Army, Retired
Senior Volunteer Program, and Collier County Business/Industry; and
WHEREAS, there is one vacant seat on this committee; and
WHEREAS, staff has made a recommendation for appointment; and
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
