Executive Summary
Recommendation to appoint four members to the Golden Gate City Economic Development Zone Advisory Board.
OBJECTIVE: To appoint four members to the Golden Gate City Economic Development Zone Advisory Board, each
to two-year terms expiring on January 28, 2028.
CONSIDERATIONS: The Golden Gate City Economic Development Zone Advisory Board was created on November
13, 2018, by Ordinance No. 18-56, for the purpose of advising and assisting the Board of County Commissioners (BCC)
in the establishment, review and enhancement of policies and programs to attract businesses or industries to the Golden
Gate City Economic Development Zone, reviewing and making recommendations on applications for funding through
the Trust Fund, and any other matters that may be assigned by the BCC. This seven-member advisory board shall be
composed of persons who are residents of Golden Gate City, or who represent business and commercial interests in the
Golden Gate City Economic Development Zone. Terms are two years. A list of the current membership is included in
the backup.
There are seven vacant seats on this advisory board. The vacancies were advertised, and applications were received from

ATTENDANCE: The Advisory Board meets when applications for funding are submitted. No applications for
submittal have been received in the last two years. No attendance sheet will be included.
STAFF RECOMMENDATION: This committee does not have a quorum. The vacancies have been publicized, and
the applications received have been named above. Staff requests that Ms. Welch, Ms. Tuff, Mr. Jefferson, and Mr.
Albarracin be appointed to the committee, each to a two-year term expiring January 28, 2028. A recommendation email
is included in the backup.
FISCAL IMPACT: There is no fiscal impact associated with this action.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action.
LEGAL CONSIDERATIONS: This item hs been reviewed by the County Attorney, is approved as to form and
legality and requires a majority vote for approval, -JAK
RECOMMENDATION(S): To adopts the Staff Recommendation and authorizes the Chair to execute the attached
resolution confirming the appointments.

tike to see the previous members reappointed. At this point, we have received apptications from Mr.
Jefferson, Ms. Tuff, and Ms. Welch, att of whom were previously on the Committee. I have not received
any response from Mr. Arcita, who was previously on the Advisory Board. Additionatly, we recently
received an application from Mr. Albarracin, which shoutd be considered by the Board. White his
residence is outside of the Development Zone, his application notes that he is a reattor with an
understanding of the Gotden Gate area, which inctudes the Devetopment Zone. lf Mr. Albarracin is
appointed, he coutd serve as a member of the Development Zone representing business and commercial
interests. With th is appointment and re-appointments, four of the seven seats wou[d be f itted, attowing
the committee to hold meetings for the next two years.

A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, APPOINTING HENRY ALBARRACIN
AND REAPPOINTING RON JEFFERSON, STACY WELCH AND
KAYDEE TUFF TO THE GOLDEN GATE CITY ECONOMIC
DEVELOPMENT ZONE ADVISORY BOARD.
WHEREAS, on November 13, 2018, the Board of County Commissioners (Board) adopted
Ordinance No. 18-56 establishing the Golden Gate City Economic Development Zone Advisory
Board (Committee); and
WHEREAS, Ordinance No. 18-56 provides for membership to be composed of seven
members who are residents of Golden Gate City, or who represent business and commercial
interests in the Golden Gate City Economic Development Zone; and
WHEREAS, there are seven vacancies on this Committee; and
WHEREAS, the Board has provided public notice soliciting applications from interested
parties; and
WHEREAS, staff has provided its recommendation for appointment.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that HENRY ALBARRACIN, in the
business category, be appointed to the Golden Gate City Economic Development Zone Advisory
Board and RON JEFFERSON, STACY WELCH AND KAYDEE TUFF, each in the resident
category, are reappointed to their respective seats on the committee, all to two-year terms which
shall expire on January 28, 2028.
