Executive Summary
Recommendation to appoint a member of the Affordable Housing Advisory Committee as a non-voting representative to
the Development Services Advisory Committee.
OBJECTIVE: To appoint a member of the Affordable Housing Advisory Committee (AHAC) as a non-voting
representative to the Development Services Advisory Committee, pursuant to Ordinance No. 23-40.
CONSIDERATIONS: This 16-member committee was created by Ordinance No. 93-76, as amended, to provide
reports and recommendations to the BCC to assist in the enhancement of operational efficiency and budgetary
accountability within the Growth Management Division and to serve as a primary communication link between the
Growth Management Division, the development industry, and the citizens of Collier County. This committee represents
the various aspects of the development industry such as architect, general contractor, residential or building contractor,
environmentalist, land planner, land developer, landscape architect, professional engineer, utility contractor, plumbing
contractor, electrical contractor, structural engineer, and attorney.
On January 7, 2026, the current Affordable Housing Advisory Committee representative, Hannah Roberts, resigned
from her seat on the Board. The Affordable Housing Advisory Committee met and has recommended Gary Hains as
their non-voting representative to the Development Services Advisory Committee. The Development Services Advisory
Committee has accepted the recommendation.

AHAC RECOMMENDATION: At its meeting on January 20, 2026, the Affordable Housing Advisory Committee
voted unanimously to recommend that Gary Hains be appointed as its representative on the Development Services
Advisory Committee, to fill the remainder of the vacant term which expires on October 1, 2026. A recommendation
email is included in the backup.
FISCAL IMPACT: There is no fiscal impact associated with this action.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board
approval. – CMG
RECOMMENDATION(S): That the Board of County Commissioners adopts the AHAC and DSAC Recommendation
and authorizes the Chair to execute the attached resolution confirming the appointment.

I hope you are doing well and your week is off to a great start.
I have had some changes to my work schedule recently that will make it very difficult to get to the DSAC meetings going
forward without arranging additional childcare coverage. I wanted to reach out and see if there is a possibility of tapping
another committee member to complete the remainder of my term. If not, I can figure it out for the remaining portion
of the term, I think I am slated to be in until October.
I plan to step down from my position on AHAC at the conclusion of my three year term this October as well.
Just wanted to touch base with you on both of these items. Appreciate any assistance you can provide.

WHEREAS, Ordinance No. 93-76, as amended, established the Collier County Development Services

classifications as described in the Ordinance; and
WIIEREAS, Ordinance No. 23-40 provides for a member of the Affordable Housing Advisory
Committee (AHAC) to be appointed as a non-voting representative on the Development Services Advisory
Committee, which seat is currently vacant; and
WIIEREAS, AHAC has provided the Board of County Commissioners with its recommendations for
appointment of its representative on DSAC.
