Executive Summary
Recommendation to provide after-the-fact approval for the submittal to the Federal Aviation Administration (FAA) for
the Fiscal Year (FY) 2026 Infrastructure Investment and Jobs Act (IIJA) Airport Terminal Program (ATP).
OBJECTIVE: To obtain approval for the after-the-fact grant application submission for the FAA’s FY 2026
Infrastructure Investment and Jobs Act Airport Terminal Program.
CONSIDERATIONS: On December 8, 2025, the Airport Authority received notice of available grant funding from the
FAA. The Infrastructure Investment & Jobs Act (IIJA) established the Airport Terminal Program (ATP) as a
competitive grant program which provides approximately $1 billion in grant funding annually for 5 years (FYs 2022-
2026) to upgrade, modernize and rebuild airport terminals and airport-owned traffic control towers (ATCTs). This
funding opportunity (FY 2026) is for the final year in which ATP will be available. This includes bringing airport
facilities into conformity with current standards, constructing, modifying or expanding facilities as necessary to meet
demonstrated aeronautical demand.
Although the announcement for this grant was on December 8, it took time to determine if the Airport Authority had an
eligible project to submit. The deadline for submission was January 15, 2026, so this application could not be approved
at a BCC meeting prior to the submission deadline, requiring the after-the-fact approval.
The project would involve the completion of a required Categorical Exclusion (CatEX) environmental review (or more
if required), the engineering and design of the Airpark Boulevard Extension (1,500 feet), and the physical construction
of the roadway extension, utilities, sidewalks, and street lighting at the Immokalee Regional Airport. The roadway
extension will terminate at a roundabout providing an exit to aircraft storage hangar locations and the planned new
Airport Terminal Building. This road extension will serve only the airport property, including the new proposed
terminal building.
Collier County CMA #5330 authorizes the County Manager to approve the submittal of grant applications with
subsequent Board of County Commissioners action at the next available Board meeting to ratify the approval as
“after‐the‐fact.”
This item is consistent with the Collier County Strategic Plan by safeguarding the taxpayer money by promoting fiscal
stewardship and sound budget oversight and developing and utilizing partnerships to ensure that government facilities
meet public expectation
FISCAL IMPACT: The estimated total project cost is $5,077,897, and the total amount requested is $4,824,002. FAA
grants require a 5% local match, which makes up the remaining $253,895 of the total project cost. A request to the
Florida Department of Transportation (FDOT) will be made if the grant is offered. If accepted, FDOT will cover half of
the non-federal share ($126,947) and $126,948 would be the Airport's local match responsibility. Budget amendments
will be presented to the Board for approval upon receiving the grant agreement(s). The match will come from the Collier
County Airport Authority Fund (4090) Reserves. The source of that funding is airport user fees.
GROWTH MANAGEMENT IMPACT: This item is consistent with Section B: Intermodal & Multimodal
Transportation, Subsection 2: Aviation of the Transportation Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and
legality and requires a majority vote for approval. -JAK

Before the Terminal Building can be constructed, access to the building location must be
constructed. By constructing the roadway extension, a future Terminal Building can be
planned that will be five times the capacity of the current 1996 Terminal Building for
handling passengers and aircraft.
The current Airpark Boulevard was constructed along with the current Terminal Building in
1996. The current roadway is in fair condition.
The new roadway will have ADA compliant sidewalks.
The Immokalee Regional Airport serves a large economically disadvantaged population.
Local household incomes are significantly lower than other areas of Collier County due to
being a primarily agriculture based community. The new construction jobs and the
permanent jobs created by the proposed roadway extension and future terminal building
would be a considerable boon to the local economy.

While a new terminal will produce large amounts of better energy efficiency as compared
to the current 1996 terminal building, the new extended roadway will also replace the old
style street lighting with new LED energy efficient lights.
The current terminal building and ramp area are geographically constrained from growth.
The new roadway would allow for a larger ramp area at the new terminal. Heavy ramp
congestion, especially during the busy season, creates the potential for safety related
issues. The larger ramp area would significantly reduce this risk.
During the busy season, from November to April, both APF and MKY airports are 100% at
capacity. Aircraft wanting to come in to either airport have to wait multiple hours to get
access through air traffic control or they must be turned away after dropping their
passenger and taking on fuel if they need to remain overnight. IMM airport is the best
alternative with room to expand. IMM can provide competition and reduced prices.
