Agenda 02/10/2026 Iterm #16D 2 (Memorandum of Understanding between Collier County and Agricultural and Labor Program)2/10/2026 Item # 16.D.2 ID# 2026-53 Executive Summary Recommendation to approve and execute a Memorandum of Understanding between Collier County and Agricultural and Labor Program, Inc. (as the provider of Low-Income Home Energy Assistance Program for Collier County) for the Emergency Home Energy Assistance for the Elderly Program to coordinate referrals and prevent duplication of benefits. (Human Services Grant Fund 1837) OBJECTIVE: To provide home energy assistance to elders in the event of a home energy heating or cooling emergency while furthering the County’s strategic plan by providing access to health, wellness, and human services. CONSIDERATIONS: The Community and Human Services Division’s Services for Seniors Program (CCSS) has been providing support to Collier County’s frail and elderly citizens for over thirty (30) years through the grant programs. The Emergency Home Energy Assistance for the Elderly Program (EHEAP) provides assistance for home energy emergencies to qualified, low-income households with at least one (1) person who is sixty (60) years of age or older. The County, as the Lead Agency, is responsible for responding to seniors’ needs and managing the spending authority for EHEAP. As the fiscal agent for the EHEAP program, the County is required to partner with Agricultural and Labor Program, Inc. (ALPI), who is the Low-Income Home Energy Assistance Program (LIHEAP) provider for Collier County. LIHEAP helps keep families safe and healthy through initiatives that assist families with energy costs. The EHEAP grant was accepted by the Board of County Commissioners on September 9, 2025, Agenda Item #16.D.6. The grantor agency, Area Agency on Aging of Southwest Florida (AAASWFL), requires CCSS, as the EHEAP lead agency, to enter into a Memorandum of Understanding with ALPI annually. On occasion, it may be necessary to refer persons to ALPI, the LIHEAP provider. This MOU with ALPI allows for the necessary referrals between the participating agencies and coordination of services to prevent duplication of benefits to participants. Furthering the County’s strategic plan by providing access to health, wellness, and human services. FISCAL IMPACT: Funding from the AAASWFL is available in Human Services Grant Fund (1837), Project 33867. There is no fiscal impact associated with this action. GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this item.
