Executive Summary
Recommendation to approve Services for Seniors, “After-the-Fact” Standard Contract with the Area Agency on Aging
for Southwest Florida, Inc., in the amount of $1,356,226.00 and authorize the associated Budget Amendments, for FY26
Older Americans Act Title III in the decreased amount of $248,046.20. (Human Service Grant Fund 1837)
OBJECTIVE: To ensure continuous support for elderly clients through the Collier County Services for Seniors
Program (CCSS) and enhance the Quality of Place focus area by improving access to health, wellness, and human
services.
CONSIDERATIONS: The Older Americans Act ("OAA") Programs constitute federally funded initiatives that deliver
essential services and supports to older adults and their caregivers. Collier County receives these funds through the Area
Agency on Aging for Southwest Florida, Inc. ("AASWFL"), with a requirement for local matching contributions. The
Collier County Community & Human Services Division, through its Services for Seniors Program ("CCSS"),
administers these funds, which include allocations from the Older Americans Act and the Nutrition Services Incentive
Program ("NSIP"). NSIP award funding is incorporated within the same contract and specifically supports nutrition
services for eligible older adults in need. For more than 40 years, these programs have provided essential assistance to
Collier County’s frail and elderly residents, promoting health, independence, and quality of life.
The total grant award of $1,356,226.00 will be used to fund the program from January 1, 2026, through December 31,
2026. The estimated award and projected budget in the amount of $1,604,272.20 were approved by the Board of County
Commissioners ("Board") on November 10, 2025 (Agenda Item # 16.D.10). Table #1 below shows the estimated award,
Table #2 shows the actual award, and the revision required from the projected budget are shown in Table #3 and with
associated Budget Amendments.
Matching funds are available in the Human Services Grant Fund (1837) Reserves via carry forward.

This contract is being presented as “After-the-Fact” because CCSS received it on January 8, 2026, from the Agency,
with a 30-day turnaround request. AAASWFL routinely sends CCSS new contracts shortly before the effective date or
immediately after. The contract's effective date was January 1, 2026. This time frame makes it impossible to process the
document for immediate Board consideration. It was necessary to execute the contract prior to the regularly scheduled
Board meeting to maintain grant compliance and continue to provide much-needed services to the County’s frail elderly.
Consequently, pursuant to CMA #5330, the County Manager is authorized to sign the contract documents. The contract
is being presented for Board ratification.
Enhance the Quality of Place focus area by improving access to health, wellness, and human services.
FISCAL IMPACT: The estimated Budget Amendments, based on the 2025 funding levels, were approved on
November 10, 2025 (Agenda Item #16D10), to recognize anticipated Budget in Fund (1837), Human Services Grant.
The attached Budget Amendments recognize the decrease in funding in the amount of $248,046.20. The cash match will
be decreased by $19,654.11 and is available in Human Services Grant Fund (1837) Reserves via carry forward. The
NSIP program does not require a match.
The total OAA grant award is $1,356,226.00 and the cash match requirement of $146,801.55 will reside in Fund (1837),
Projects 33962 (III-B); 33964 (C1); 33965 (C2); 33963 (3E); and 33966 (NSIP).
