The item descriptions for this table were corrected on February 9. • The title for Item 17D incorrectly refers to a Resolution rather than an Ordinance. • Consent Section 16D should be titled Community Services (Consent) TIME CERTAIN ITEMS: 2/9/2026 7:55 PM 2/10/2026 Item # 16.A.9 ID# 2026-132 Executive Summary Recommendation to approve a change of venue and revised dates for the previously approved Winter Concert Series, relocating the event from Sugden Regional Park to North Collier Regional Park, while maintaining all conditions, requirements, and authorizations approved by the Board on August 26, 2025. OBJECTIVE: To approve a change of venue and revised dates for the Winter Concert Series. CONSIDERATIONS: On August 26, 2025 (Agenda item 16A19), the Board of County Commissioners (Board) approved the Winter Concert Series at Sugden Regional Park and authorized staff to administratively approve the required Temporary Use and Amplified Sound Permits, directed the County Attorney to draft a Temporary Events Agreement subject to Parks and Recreation Advisory Board (PARAB) conditions, and authorized the County Manager to execute the agreement upon submission of the Special Event Application. Subsequent to Board approval, the concert promoter, Gold Lion Agency, requested a change of venue from Sugden Regional Park to North Collier Regional Park (NCRP), along with revised event dates. The Winter Concert Series will continue to consist of three concerts held on March 21st, April 10th, and May 2nd, 2026, from 5:00 PM to 10:00 PM. There are no additional considerations for NCRP beyond those previously considered for Sugden Park, such as noise, public access, and parking. All conditions approved by the Parks and Recreation Advisory Board and the Board of County Commissioners as part of the August 26, 2025, action shall remain in effect. This action remains consistent with the Collier County Strategic Plan, focusing on providing quality public amenities and recreational opportunities. FISCAL IMPACT: The promoter remains responsible for payment of park rental fee and all costs associated with the Winter Concert Series, including but not limited to permitting, facility costs, set up, security, and operations. GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this action. OBJECTIVE: To provide recreational and cultural opportunities for residents and visitors through a series of live music events at Sugden Regional Park, while ensuring compliance with County policies, ordinances, and operational requirements. CONSIDERATIONS: The concert promoter, Gold Lion Agency, has requested the Winter Concert Series to be held at Sugden Regional Park. The 2026 Concert Series will include a total of three concerts to be held monthly, January – March. The events will be held on Saturdays from 12:00 PM to 6:30 PM. The concert series is designed to appeal to a wide audience and will include different genres of music such as County, Southern Rock, Blues, or Key West/Island. The concert series will feature local and regional musical acts, food trucks, craft vendors, and beer and wine service for adult guests, all while adhering to park rules and County ordinances. Concerts will utilize the Sugden Regional Park Event Lawn and surrounding area. While this portion of the park will be closed to the public during the event including set-up, concert, and breakdown periods, the remainder of the park— including walking paths, playgrounds, and general recreation spaces—will remain open for regular use. Set-up will begin the day prior to the event and tear-down will occur following the concert. Gold Lion Agency, presented to the Parks and Recreation Advisory Board (PARAB) on August 13, 2025. PARAB recommended approval of the Winter Concert Series, with the following stipulations: the promoter will assume financial responsibility for all event-related expenses, including but not limited to permitting, security, parking, equipment rental such as port-o-lets and dumpsters, trash collection, event insurance, staffing, and operational logistics. The promoter is solely responsible for obtaining all permits, including temporary use permits and amplified sound permits, prior to the event. The promoter will retain the Collier County Sheriff’s Office (CCSO) to provide security and crowd control. Additionally, the promoter is required to manage all aspects of parking operations and pedestrian movement during event hours. The promoter will complete and submit the required Temporary Use Permit - Special Event Application as required by the Land Development Code (LDC) which is subject to approval by the Operations and Regulatory Management Division. Collier County LDC Section 5.04.05.D. requires a Board-approved agreement for temporary events on all Collier County parks, facilities and other properties. This item is consistent with the Collier County strategic plan focus to provide quality public amenities and recreational opportunities.
