Agenda 02/10/2026 Iterm #16A 3 (Final acceptance and conveyance of potable water & sewer utiltiy facilities for Parcela Mediterranea)2/10/2026 Item # 16.A.3 ID# 2026-16 Executive Summary Recommendation to approve final acceptance and accept the conveyance of the potable water and sewer utility facilities for Parcela Mediterranea. [PL20230012456] OBJECTIVE: To have the Board of County Commissioners, as Ex Officio Governing Board of the Collier County Water Sewer District, approve final acceptance and accept the conveyance of these potable water and sewer facilities, in accordance with the Collier County Utility Standards and Procedures, Ordinance No. 2004-31. CONSIDERATIONS: 1) The Developer of Groves at Parcela Mediterranea has constructed the potable water and sewer facilities within dedicated easements to serve this development. (See attached location map). The potable water and sewer facilities were offered for conveyance to the County, as described in O.R. Book 6366, Page (PG) 1599, and are located within County utility easements dedicated by the plat of Parcela Mediterranea, recorded in Plat Book 71, Pages 41-42, of the Public Records of Collier County, Florida. The value of these potable water and sewer utility facilities (assets) was $13,026.72 and $11,052.60, respectively. 2) Staff recorded all final acceptance documents associated with the facilities being conveyed to the County in the public records of Collier County, which were reviewed and approved by the County Attorney’s office as to form and legality. The County acquired its interest in the potable water and sewer facilities through the Utilities Facilities Warranty Deed and Bill of Sale recorded in O. R. Book 6366, PG 1599 (“the Utilities Facilities Deed”). 3) A final inspection to discover defects in materials and workmanship was conducted by the Development Review staff on February 15, 2024, in coordination with Public Utilities, and these facilities have been found to be satisfactory and acceptable. 4) Staff recommends final acceptance of the subject utility facilities in the amount of $24,079.32. Staff also recommends acceptance of the Utilities Facilities Deed and the facilities described therein. 5) This final acceptance is in accordance with Collier County Ordinance No. 2004-31, as amended. 6) Staff are unaware of any issues that would serve to negate the recommendation to release the applicable security. This item is consistent with the Collier County strategic plan objective to operate an efficient and customer-focused permitting process. FISCAL IMPACT: Approval of this Executive Summary will have no specific financial impact. However, approval of this executive summary will result in the Collier County Water-Sewer District receiving title to the potable water and sewer utility facilities, which have a total gross value of $24,079.32 (no depreciation applied) and an asset will be recorded in the financial records of the county. GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action. LEGAL CONSIDERATIONS: This item has been approved as to form and legality, and requires a majority vote for Board approval. –SAA RECOMMENDATION(S): To approve final acceptance and accept the conveyance of the potable water and sewer utility facilities for Parcela Mediterranea, PL20230012456, and accept the conveyance of the Utilities Facilities Deed and the facilities described therein.
