Agenda 01/27/2026 Item #16B10 (Resolutions (2) - Chair to execute Section 5310 Public Transit Grant Agreements with the Florida Department of Transportation)1/27/2026 Item # 16.B.10 ID# 2026-28 Executive Summary Recommendation to approve the Resolutions authorizing the Chair to execute Section 5310 Public Transit Grant Agreements (FPN 448810-1-94-25 and FPN 448810-2-84-23) with the Florida Department of Transportation to accept Federal Transit Administration grant funding in the total amount of $1,032,204 for the purchase of five paratransit cutaway vehicles, five radios, five wireless routers and five tablets, as well as paratransit operating assistance, and to authorize the necessary Budget Amendments. OBJECTIVE: To leverage federal and state grant funds to purchase four replacement paratransit cutaway vehicles along with five radios, five vehicle electronic inspection systems, five wireless routers and five tablets for each vehicle. CONSIDERATIONS: On December 10, 2024 (Item 16.B.15), the Board approved the submittal of a FY25 Federal Transit Administration (FTA) Section 5310 grant application for the purchase of replacement paratransit cutaway vehicles along with their associated equipment including radios, wireless routers, and tablets for each vehicle. The paratransit system maintains a capital replacement schedule for vehicles recommended and scheduled for replacement by Fleet Management. The vehicles being considered for replacement have met FTA’s vehicle end of useful life criteria and are identified in the Vehicle Replacement Plan in the 2020 Transportation Disadvantaged Service Plan Major Update and the Transit Asset Management Plan. These paratransit vehicles will be purchased in FY26 through the Florida Department of Transportation (FDOT) Transit Research Inspection Procurement Services Program (TRIPS), a State of Florida contract which assists transit agencies with technical assistance and guidelines for vehicle procurement at the lowest possible prices using the FY25 FTA Section 5310 grant funds and local matching funds. TRIPS procurement program is managed by FDOT and administered by the Center for Urban Transportation Research (CUTR). FDOT has recently submitted the attached Public Transit Grant Agreement (PTGA) providing for a total grant award of $782,204, which is comprised of 80% Federal funds, 10% State funds, and 10% local match. The FTA Section 5310 Grant requires a ten (10%) percent local match. The attached resolution authorizes the Chairman to execute the corresponding PTGA, as well as any required certifications and assurances related therewith. Additionally, the Board authorized staff to submit a grant application for the funding of operating expenses associated with paratransit services. The amount available to Collier County for FY2025/2026 is $250,000. The Federal Transit Administration (FTA) Section 5310 provides 50% Operating Assistance and requires a local match of $125,000. This item is consistent with the Collier County strategic plan objective to design and maintain an effective transportation system to reduce traffic congestion and improve the mobility of our residents and visitors. FISCAL IMPACT: The total FTA 5310 award passed through FDOT totals $1,032,204 as shown below: FPN Description Award Total Federal Award State Match Local Match 10% 448810-1-94-25 (5) Standard Cutaways / (5) Radios / (5) Tablets (5) Wireless Routers $782,204 $625,764 $78,219 $78,221 448810-2-84-23 Paratransit Operating Assistance $250,000 $125,000 $0 $125,000 Budget Amendments are required to recognize grant revenues within the Transportation Disadvantaged Grant Fund (4034), in the amount of $703,983 under Project No. 33935 for the Capital agreement and in the amount of $125,000 under Project No. 33978, as well as match funds in the amount of $125,000 within the Transportation Disadvantaged Grant Match Fund (4035), Project No. 33978 for the Operating agreement. On December 10, 2024 (Item 16.B.15), the Board also approved a budget amendment for the required local matching funds for the Capital agreement within the Transportation Disadvantaged Grant Match Fund (4035), Project No. 33935. This was done to earmark the required match and ensure local funding was available for this grant award. The local funds are available within the Transportation Disadvantaged Fund (4033) operating supported by the annual General Fund (0001) operating transfer. The purchase of the replacement vehicles will not be an increase to the overall paratransit fleet inventory. The maintenance cost for the vehicle has been allocated within the annual budget. By adequately maintaining a replacement plan, the overall maintenance costs are reduced by replacing the aging vehicles. GROWTH MANAGEMENT IMPACT: This item is consistent with Objective 12 of the Transportation Element of the Growth Management Plan. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires a majority vote of the Board for approval. – CLD RECOMMENDATION(S): To approve the Resolutions authorizing the Chair to execute Section 5310 Public Transit Grant Agreements (FPN 448810-1-94-25 and FPN 448810-2-84-23) with the Florida Department of Transportation to accept Federal Transit Administration grant funding in the total amount of $1,032,204 for the purchase of five paratransit cutaway vehicles, five radios, five wireless routers, and five tablets, as well as paratransit operating assistance and to authorize the necessary Budget Amendments.
