Agenda 01/27/2026 Item #16B 9 (Resolution - Execute Section 5311 Public Transit Grant Agreement with the Florida Department of Transportation)1/27/2026 Item # 16.B.9 ID# 2026-19 Executive Summary Recommendation to approve the Resolution authorizing the Chair to execute Section 5311 Public Transit Grant Agreement (FPN 410120-2-84-25) with the Florida Department of Transportation to accept Federal Transit Administration grant funding in the total amount of $860,522 to provide transit service to the rural area of Collier County, and to authorize the necessary Budget Amendments. OBJECTIVE: To provide continued transit service to the rural area of Collier County and safeguard the use of local funding. CONSIDERATIONS: Title 49 Section 5311 of the United States Code provides funding through the Federal Transit Administration ("FTA") each year through an application process administered by the Florida Department of Transportation ("FDOT"). Collier Area Transit ("CAT") has been awarded FTA 5311 funds for the purpose of providing transit service to the rural areas of the County since 2005. On December 10, 2024, (Agenda item 16B15), the Board authorized staff to submit a grant application for funding for the operation of fixed route services in the rural areas of Collier County. FDOT has recently submitted the attached Public Transit Grant Agreement for execution. This award will provide continued public transportation to four (4) rural routes; Route 19 (providing transportation between the Immokalee area and the Intermodal Transfer Station), Route 121 (providing early morning and late evening express service between Immokalee and Marco Island), and Routes 22 and 23 (providing a circulator within the rural Immokalee community). The amount available to the Collier County Board of County Commissioners for FY2025/2026 is $860,522. The Federal Transit Administration (FTA) Section 5311 provides 50 percent Operating Assistance and requires a local match of $430,261. This item is consistent with the Collier County strategic plan objective to design and maintain an effective transportation system to reduce traffic congestion and improve the mobility of our residents and visitors. Additionally, the item is consistent with the objective to support accessing health, wellness, and human services. FISCAL IMPACT: A budget amendment is required to recognize grant revenue in the amount of $430,261 for FTA Section 5311 within CAT Grant Fund (4031), Project 33977. A local match of fifty percent (50%) is required and is available within CAT Transit Enhancement Fund (4030) in FY26 supported by an annual transfer of General Fund (0001) Revenue. A transfer budget amendment is required within CAT Match Fund (4032), Project 33977 in the amount of $430,261. GROWTH MANAGEMENT IMPACT: This action is consistent with Objectives 10 and 12 of the Transportation Element of the Growth Management Plan.
