Executive Summary
Recommendation to approve and authorize the Chair to execute documents necessary for the conveyance of a Utility
Facilities Warranty Deed and Bill of Sale to the Collier County Water-Sewer District for potable water infrastructure on
County-owned property located at Pelican Bay Service Division Maintenance Facilities (“PBSD Maintenance Facility”),
at no cost to the County.
OBJECTIVE: To plan and build public infrastructure and facilities to efficiently and sustainably meet the needs of the
Pelican Bay Community. This action is to convey a Utility Facilities Warranty Deed and Bill of Sale to the Collier
County Water-Sewer District ("CCWSD") for potable water infrastructure (actively in construction) and the PBSD
Maintenance Facility.
CONSIDERATIONS: On 7/7/2021, Site Development Plan Amendment (PL20200002256), was approved
administratively by Development staff for the construction of the PBSD Maintenance Facility, which is actively under
construction and requires potable water service conveyance.
The CCWSD serves as the water and wastewater utility provider for the PBSD area and will extend these services to the
PBSD Maintenance Facility. Accordingly, as part of the County’s standard utility conveyance process, a portion of the
County-built utilities are required to be conveyed to the CCWSD through the attached Utility Facilities Warranty Deed
and Bill of Sale (a location map is attached for reference). Once approved, Growth Management Community
Development ("GMCD") will record the necessary conveyance documents after all District requirements have been
satisfied. This action will enable the County to continue operating and maintaining critical infrastructure that benefits
residents.
This item is consistent with the Collier County strategic plan objective to plan and build public infrastructure and
facilities to effectively and sustainably meet the needs of our community.
FISCAL IMPACT: Funds in the amount of $44.00 for recording the Utility Easement and Utility Facilities Warranty
Deed and Bill of Sale will be paid by Davidson Engineering.
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan related to this action.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires a majority vote for approval
