Agenda 01/27/2026 Item #16B 5 (Interlocal Lease and Donation Agreement with the District School Board of Collier County to convey a portion of the Immokalee Community Park)1/27/2026 Item # 16.B.5 ID# 2025-4856 Executive Summary Recommendation to approve an Interlocal Lease and Donation Agreement with the District School Board of Collier County to convey a portion of the Immokalee Community Park, located at 321 N. 1st St., Immokalee, Florida 34142, to support continued joint use and facility improvements to be funded and maintained by the District School Board, estimated to exceed $5 million. OBJECTIVE: To approve an Interlocal Agreement for Lease of Sports Fields (“Lease”) and a Donation Agreement (“Agreement”) between Collier County and the District School Board of Collier County (“School Board”) to convey a portion of the Immokalee Community Park (“Property”) at 321 N. 1st Street, Immokalee, Florida, ensuring the continued shared use and enhancement of the recreational facilities. CONSIDERATIONS: On May 22, 2018, the Board, under Agenda Item No. 16.D.3., approved an Interlocal Lease Agreement with the School Board. The 2018 Lease established shared use of County-owned athletic fields for School Board programs. Earlier this year, the School Board approached the County to propose conveying a portion of the Property. The District intends to invest in significant capital improvements to modernize the playing surfaces, lighting, and supporting amenities, ensuring the facilities meet the same quality, safety, and maintenance standards provided at other District-managed sites. These improvements will promote equitable access for students and the community, while reducing long-term maintenance costs for the County. The proposed Interlocal Lease and Donation Agreement supersedes the 2018 lease, conveys a portion of the Immokalee Community Park property to the School Board, provides a financial contribution toward facility improvements, and ensures continued community access. The Lease and Agreement will be presented for approval on January 20, 2026, under item F1 at the School Board Meeting. The item will be updated with the results of the School Board's decision. The item was approved at the School Board Meeting on January 20, 2026. The division of Immokalee Community Park property will create two distinct areas of responsibility and ownership. The portion containing the athletic fields and facilities used primarily by Immokalee High School will be conveyed to the School Board to support direct management, maintenance, and investment in facility upgrades. The remainder of the park, which serves the community's broader recreation needs, will remain under County ownership and operation. A Lot Split application for the parking lot must be submitted by the County, which will cover all application fees and related expenses. Under the Lease, the School Board will be responsible for maintaining the area enclosed within the fence, the fence itself, and any additional areas specified in Exhibit “B” to the Lease. The School Board will fund any capital improvements and perform any ongoing maintenance within those area. The cost of planned improvements is estimated to exceed five million dollars ($5,000,000). The School Board has the available funding for the improvements. The improvements are scheduled according to the School Board’s fiscal year. The School Board’s planned improvements include: 2026: Baseball field – Replace existing light fixtures with LED light fixtures. 2026: Softball field adjacent to baseball field - Replace existing lights with LED lights. 2027: Baseball field - Convert synthetic turf. 2027: Softball field adjacent to baseball field - Convert to synthetic turf. 2027: Softball field to the west of the softball field adjacent to the baseball field – Convert to a multi-purpose synthetic turf field. Replace existing lights with LED lights. The Lease provides a term of ninety-nine (99) calendar years, effective upon the execution of the Lease by both parties. The Superintendent and County Manager, or designee, shall meet every five (5) years to review the terms of this lease. If the School Board fails to use the Property in accordance with the Lease, the Property will automatically revert to the County. Page 1140 of 5261 1/27/2026 Item # 16.B.5 ID# 2025-4856 On January 25, 2022, the Board dedicated the referenced baseball field to the memory of Steven J. Dodson, a Collier County Sergeant who was killed in the line of duty. The parties agree that the baseball field at the Immokalee Baseball Fields will always be known as “Steven J. Dodson Memorial Baseball Field.” The County will contact the family to inquire about their preferred memorial. A ribbon-cutting ceremony event will be scheduled upon completion of the project. This item is consistent with the Collier County strategic plan objective of preserving and enhancing the character of our community. FISCAL IMPACT: Funding for the lot split application and related expenses in the amount of $250 is available within the MSTU General Fund (1011) Parks & Recreation Administration (156310). The source of funding is unincorporated general funds. There is no rent associated with this item. The School Board is responsible for funding the improvements. GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires a majority vote for Board action. - SAA RECOMMENDATION(S): 1. Approve the attached Interlocal Agreement for Lease of Sports Fields and a Donation Agreement. 2. Authorize the Chairman to execute the Interlocal Agreement for Lease of Sports Fields and the Donation Agreement and any additional closing documents, including the Lot Split application. 3. Authorize necessary budget amendments for the Lot Split application fee and any other costs required to be funded by the County pursuant to the arrangement.
