Agenda 01/27/2026 Item #16B 4 (Resolution - Grant Agreement with the Florida Department of Transportation ("FDOT") for the “Naples Manor Sidewalks at Various Locations” LAP project)1/27/2026 Item # 16.B.4 ID# 2025-4906 Executive Summary Recommendation to approve and authorize the Chair to execute a Local Agency Program ("LAP") Grant Agreement with the Florida Department of Transportation ("FDOT") for the “Naples Manor Sidewalks at Various Locations” LAP project, reimbursing the County up to $2,341,880.00 for the construction of five-foot-wide sidewalks in Naples Manor on Sholtz St. from Floridan Ave. to Hardee St., Holland St from Floridan Ave. to Carolina Ave., and Caldwell St. from Floridan Ave to Warren St.; execute a Resolution memorializing the Board’s action; and authorize the necessary Budget Amendments (Project 33953, Fund 1841), FPN 448129-1-58-01. OBJECTIVE: To construct five-foot-wide sidewalks in Naples Manor on Sholtz St. from Floridan Ave. to Hardee St., Holland St from Floridan Ave. to Carolina Ave., and Caldwell St. from Floridan Ave to Warren St., that will enhance pedestrian safety with funding assistance from the FDOT LAP Program. CONSIDERATIONS: The Naples Manor Sidewalks project was prioritized at the June 12, 2020, Collier Metropolitan Planning Organization ("MPO") board meeting, confirming its inclusion in MPO-tracked pedestrian improvements. The project was included in the Work Program for design in 2023. The design phase is nearing completion for this project, and it moves into the bid phase next. Once the bid phase concludes and a contractor is selected, the project will move into the construction phase. FDOT programmed $2,341,880.00 in construction funding in its Work Program, with construction scheduled for FY 2026. Under state legislative authority, FDOT may contract with local government agencies to develop, design, acquire right- of-way, and construct transportation facilities, and to reimburse those agencies for work performed on behalf of the traveling public. The FDOT Local Agency Program, administered at the district level, serves as the mechanism for implementing prioritized projects from FDOT’s Five-Year Work Program. Collier County is LAP-certified, and the Transportation Management Services staff will oversee administration of the project’s construction phase. This item is consistent with the Collier County Strategic Plan’s objective of designing and maintaining an effective transportation system to reduce traffic congestion and improve the mobility of our residents and visitors. FISCAL IMPACT: A budget amendment is required to recognize grant revenue for $2,341,880.00 in Transportation Grant Fund 1841, Project 33953 for construction. The funding source is Federal Highway Administration, whereby these grant dollars are passed through FDOT via the LAP agreement. This grant does not require a match. GROWTH MANAGEMENT IMPACT: These improvements are consistent with the Growth Management Plan Transportation Element, specifically Section B – Intermodal & Multi-modal Transportation, (1) Non-Motorized Travel, Objective 4, Policy 4.2, Policy 4.4, Policy 4.5, Policy 4.6, and Policy 4.8.
