Executive Summary
Recommendation to approve and authorize the Chair to execute a Local Agency Program ("LAP") Grant Agreement with
the Florida Department of Transportation (FDOT) for the “Shadowlawn Elementary Safe Routes to School” project,
reimbursing the County up to $761,516.00 for the construction of a 6-foot sidewalk on the north side of Linwood Ave
between Linwood Way to Shadowlawn Drive, and a 6-foot sidewalk on the south side of Linwood Ave from
Shadowlawn Drive to Airport Pulling Road; execute a Resolution memorializing the Board’s action; and authorize the
necessary Budget Amendments (Project 33974, Fund 1841), FPN 446550-2-58-01.
OBJECTIVE: To construct a 6-foot sidewalk on the north side of Linwood Ave between Linwood Way to Shadowlawn
Drive, and a 6-foot sidewalk on the south side of Linwood Ave from Shadowlawn Drive to Airport Pulling Road, with
funding assistance from the FDOT LAP Agreement.
CONSIDERATIONS: On September 1, 2017, FDOT announced a call for applications for the Safe Routes to School
program in Florida. In partnership with Collier County Public Schools (CCPS), County staff identified the need for a
sidewalk near Shadowlawn Elementary School. Staff received approval to apply for the SRTS program at the December
11, 2018, Board of County Commissioners meeting (Agenda Item 16.A.17).
On September 12, 2019, Collier County was awarded Safe Routes to School funding from FDOT to design and
construct the “Shadowlawn Elementary Safe Routes to School” LAP project. The project’s goal is to remove barriers for
children walking or bicycling to school.
The design phase is nearing completion for this project, moving into the bid phase next. Once the bid phase concludes
and a contractor is selected, the project will move into the construction phase. FDOT programmed $761,516.00 in
construction funding in its Work Program, with construction scheduled for FY 2026.
Under state legislative authority, FDOT may contract with local government agencies to develop, design, acquire right-
of-way, and construct transportation facilities, and to reimburse those agencies for work performed on behalf of the
traveling public. The FDOT Local Agency Program (LAP), administered at the district level, serves as the mechanism
for implementing prioritized projects from FDOT’s Five-Year Work Program.
Collier County is LAP-certified, and the Transportation Management Services staff will oversee the administration of
the project’s construction phase.
This item is consistent with the Collier County Strategic Plan’s objective of designing and maintaining an effective
transportation system to reduce traffic congestion and improve the mobility of our residents and visitors.
FISCAL IMPACT: A budget amendment is required to recognize $761,516.00 in grant revenue in the Transportation
Grant Fund 1841, Project 33974; the funding source is the Federal Highway Administration, whereby these grant dollars
are passed through FDOT via the LAP agreement. This grant does not require a match.
GROWTH MANAGEMENT IMPACT: These improvements are consistent with the Growth Management Plan
Transportation Element, specifically Section B - Intermodal & Multi-modal Transportation, (1) Non-Motorized Travel,
Objective 4, Policy 4.2, Policy 4.4, Policy 4.5, Policy 4.6, and Policy 4.8.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and
legality and requires a majority vote for approval. -JAK
