Agenda 01/27/2026 Item #16A 1 (Approve the Collier County Floodplain Management Plan 2024 and 2025 Progress Report)1/27/2026 Item # 16.A.1 ID# 2025-5117 Executive Summary Recommendation for the Board of County Commissioners to receive and approve the Collier County Floodplain Management Plan 2024 and 2025 Progress Report OBJECTIVE: To provide the Board with a Progress Report on the Collier County Floodplain Management Plan, which was developed as a requirement of the County’s participation in the National Flood Insurance Program’s Community Rating System. Staff is providing this biennial report to keep the Board informed of progress regarding floodplain management within the County. CONSIDERATIONS: Collier County is a voluntary participant in the Community Rating System (CRS) of the National Flood Insurance Program (NFIP). As such, the County has developed and maintains a Floodplain Management Plan (FMP). The purpose of the FMP is to promote awareness of floodplain and flooding issues, identify known flood hazards, discuss past flooding events, assess current floodplain and flooding problems, and establish goals and strategies to make the community more resilient to flooding. The County adopted its effective FMP on March 10, 2015. The Plan was developed by a consultant under the guidance of the Floodplain Management Planning Committee (FMPC) and was adopted as a component of the Local Mitigation Strategy. The FMPC established mitigation actions for the County to implement following FEMA’s prioritization methodology, resulting in 22 actions in total. Collier County achieved a Community Rating System Class 5 rating in October 2015, which provides up to a 25 percent discount on flood insurance premium rates for policyholders. As a result, Collier County policyholders save over $9 million annually across more than 60,000 flood insurance policies countywide. As part of the County’s annual CRS recertification, the County is required to provide a Progress Report detailing accomplishments toward the goals outlined in the FMP. The Collier County Floodplain Management Plan 2024 and 2025 Progress Report details progress made toward fulfilling the 2024 and 2025 Mitigation Action Items derived from the goals, objectives, and policies of the effective FMP. Attachment 1 provides detailed information regarding progress achieved for each mitigation action item. This item is consistent with the Collier County Strategic Plan objective of Community Development by developing integrated and sustainable plans to protect and manage water resources. FISCAL IMPACT: There are no fiscal impacts associated with this action. GROWTH MANAGEMENT IMPACT: There are no growth management impacts associated with this action. As part of this commitment, the County has developed and maintains a comprehensive Floodplain Management Plan (FMP) that guides local flood risk reduction efforts. The FMP serves as a coordinated framework for identifying flood hazards, assessing vulnerabilities, and establishing strategies that reduce potential loss of life, property damage, economic disruption, and impacts to critical community services. Adopted on March 10, 2015, the FMP was developed by a consultant under the direction of the Floodplain Management Planning Committee (FMPC) and incorporated into the County’s Local Mitigation Strategy. The FMPC utilized FEMA’s prioritization methodology to identify and rank mitigation initiatives, resulting in 22 Mitigation Actions designed to address both current and future flood risk. These actions encompass structural and non-structural approaches such as stormwater system upgrades, drainage improvements, regulatory enhancements, open space preservation, planning studies, public outreach, and the mitigation of repetitive loss areas. The FMP provides a structured, multi-departmental approach that coordinates efforts among County agencies, municipalities, regional partners, and community stakeholders. It ensures that floodplain management activities are aligned with statutory requirements, sound engineering practices, and Collier County’s long-term resilience objectives. The FMP also supports CRS activities by promoting higher regulatory standards, improved mapping and modeling, targeted public awareness campaigns, and consistent maintenance of natural and built flood control systems. Supporting the FMP is the Mitigation Action Progress Report, which documents the County’s ongoing work to implement the initiatives outlined in the FMP. This progress-tracking process evaluates the status of each action item, assesses the effectiveness of completed projects, and identifies emerging needs or opportunities for refinement. Through this systematic review, the County enhances transparency, maintains accountability, and strengthens data-driven decision- making for capital project planning, policy updates, and future mitigation investments. Together, the Floodplain Management Plan and its Mitigation Actions form a comprehensive, adaptive strategy that enables Collier County to remain compliant with NFIP and CRS requirements, improve eligibility for state and federal mitigation funding, and advance its broader goals of community safety, sustainability, and flood resilience. By maintaining and continually updating the FMP, the County positions itself to better manage existing flood risks, anticipate changing conditions, and protect residents, businesses, and natural resources well into the future. In 2021, Floodplain Management Section staff were notified by the State Floodplain Management Office (SFMO) that the County’s Land Development Code (LDC) should be examined to eliminate conflicting and duplicative floodplain requirements that appear in Chapter 1 and 3 of the LDC. FEMA, in a publication jointly published with the International Code Council, states, “As a general rule, having multiple regulatory instruments governing the same thing is problematic and can lead to at least two distinct problems with interpretation and enforcement”. Community Planning & Resiliency Division staff consulted with the SFMO to resolve this issue by removing duplicative language contained in the LDC. Currently, only the 190-acre Immokalee Drive area is currently connected, while the remainder requires completion of the Lake Trafford Rd East LAP project to collect and convey stormwater into this system.The Lake Trafford Road east is currently in design and anticipated to go to construction 2027 -2028. Additionally, Stormwater is working with the FDOT SR29 Bypass project for drainage improvements along Madison Ave W and New Market Road.
