Recap 04/02/1990 S Collier County Board of County Commissioners Special Meeting Monday, April 2, 1990 5:30 P.M. RECAP RESOLUTION 90-191 ADVISING DCA THAT THE COLLIER COUNTY COMMISSION WILL FUND FROM SOME SOURCE AND IN SOME MANNER THE CONSTRUCTION OF IMPROVEMENTS ON STATE ROAD SEGMENTS THAT BECOME DEFICIENT IN ORDER TO AVOID A MORATORIUM - ADOPTED Commissioner Saunders moved, seconded by Commissioner Volpe and carried unanimously, to adopt a resolution advising DCA that the Collier County Commission will fund, from some source and in some manner, the construction of improvements on State Road segments that become deficient in order to avoid the necessity of imposing what would turn out to be a rather vast and harmful moratorium. COUNTY ATTORNEY DIRECTED TO PREPARE A STATE ROAD IMPACT FEE ORDINANCE AND REPORT BACK TO BCC THE STRUCTURE OF THAT TYPE OF ORDINANCE IN THE EVENT THE LOCAL OPTION SALES TAX IS NOT SUCCESSFUL Commissioner Saunders moved, seconded by Commissioner Hasse and carried unanimously, that the County Attorney be directed to prepare a State Road Impact Fee Ordinance and report back the structure of that type of ordinance in the event the local option sales tax is not suc- cessful so there is a mechanism to impose a State Road Impact Fee very quickly. CHAIRMAN TO DRAFT LETTER TO THE GOVERNOR REQUESTING THAT HE RE-EVALUATE THE POSITION CONCERNING RAISING FUNDS TO FUND THE STATE INFRASTRUCTURE Commissioner Saunders moved, seconded by Commissioner Hasse and carried unanimously, that the County Commission draft a letter and Page 1 advise the Governor that the method of saving taxes at the State level by simply shifting the burden to local governments to take up the responsibility of the state government as it relates to state roads'is unacceptable; request that the Governor re-evaluate the position concerning raising funds to fund the state infrastructure. COUNTY MANAGER DIRECTED TO PROVIDE INFORMATION RE A POLICY RELATIVE TO LOWERING THE DENSITY LEVEL THROUGHOUT THE COUNTY AND REPORT BACK WITHIN TWO WEEKS Commissioner Saunders suggested that the Commission consider the possibility of adopting a policy relative to lower the density throughout the County, i.e., a zoning standard of 2-3 units per acre. Commissioner Hasse suggested that County Manager Dotrill look into this and provide a response to the Commission within two weeks. Page
