Dr. Nlchael Stephen recalled that there has been considerable .... discussion during the past few months with regard to the fish net con- : cept (Parker System). He indicated that much of the communication could be disruptive to the project and has created some confusion in the comity. Dr. Stephen presented a handout (copy not provided to the Clerk's ~; Office). He called attention to a listing of various beach erosion ~: .. control and beach preservation projects and the dollar amounts of same. He noted that a tremendous amount of data has been collected and analyzed. He reported that beach restoration is the best alter- native for addressing these critical beach areas. Dr. Stephen revealed that Collier County's projects are in the forefront of the State. He advised that there is the potential to ji:I loss 65.5 million in state funding for these projects that would be .~ used to supplement the local tourist tax dollars that are collected to · ply for the cost of the various phased construction. i~.' Dr. Stephen referred to an exhibit depicting the fish net profile, nets removed/natural profile and nourishment profile. He noted that Collier County'e problem is an overall deficit in sand and the Parker System does nothing to address this problem since it provides no new sand. Dr. Stephen called attention to public access and utilization and noted that the fish net concept has significant environmental implica- tions. In response to Commissioner Norris, Dr. Stephen advised that the Page 2 November 9, 1993 Is on record that they insist that the entire project plan be [?presented before any permits arm issued. The following persons spoke with regard to this item: Fern Atchison Dr. ~on Staiger Sill Neron ~eff Brown Dr. Stephen stated that there used to be an abundance of sand prior to the construction of coastal seawalls and there is now a defi- i. cit sand system. .~'~ ~"' In answer to Commissioner Volpe, Dr. Stephen replied that after .speaking to Kirby Green of the DNR, he believes the Parker method ~.'-f'wouldbe a mistake. · ~;:' ~tr. lnge ~ohnson stated that the ParMar System As an experimental ~;syatem and the citizens of Collier County do not desire to have tax :...Ionay spent on an experiment. A discussion ensued with regard to the pros and cons of the Parker ..~. ,.System. Commissioner Saundere recalled that prior action resulted in direction to Nr. Parker to draft a contract. He remarked if the Commission is not desirous of utilizing the Parker method, it would be appropriate to advise him of sue so that he can cease hie efforts at ~this time. He indicated that after permits are obtained and the 'beaches are renourtshed, the ParMar method could be evaluated for a maintenance type project. Commissioner Constantine suggested that in fairness, staff contact Mr. Parker and allow him the opportunity to speak to his side of this issue a~: the County Commission meeting on November 16, 1993. The consensus of the Commission was that staff contact Mr. Parker and Invite him to attend the meeting on November 16th.
