A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY REAPPOINTING JAMES W. MURRAY AND
LLOYD A. BYERHOF AND APPOINTING FRANK HALAS TO THE
AIRPORT AUTHORITY ADVISORY BOARD.
WHEREAS, Collier County Ordinance No. 2010-11 created Airport Authority Advisory
Board to assist the Board of County Commissioners with all issues affecting the Marco Island
Executive Airport, Immokalee Regional Airport, and Everglades Airpark; and
WHEREAS, Ordinance No. 2010-11 provides that this Advisory Board shall be
composed of seven members and one alternate member who are Collier County residents and
possess the business ability and experience in one or more fields which may include, but are not
limited to, general business, economic development, aviation, public affairs, law, finance,
accounting, engineering, or related fields; and
WHEREAS, there are currently three vacancies on this Advisory Board; and
WHEREAS, the Board of County Commissioners previously provided public notice
soliciting applications from interested parties.
NOW, THEREFORE, BE IT RESOL VED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that the appointments to the Airport
Authority Advisory Board are as follows:
1. James W. Murray, representing the categories of Business, Management, Sales,
and Aviation is hereby reappointed to serve a four-year term, said term to expire
on August 10,2015.
2. Lloyd A. Byerhof, representing the categories of Accounting, Finance, Business
Management, and Aviation is hereby reappointed to serve a four-year term, said
term to expire on August 10,2015.
3. Frank Halas, representing the categories of county government, electrical
engineering, and management is hereby appointed to fulfill the remainder of an
unexpired term, said term to expire on August 10,2013.

Dear Commissioners:
This is to notify you of my resignation as a member of the Collier County Airport
Advisory Board effective immediately.
I have served on the advisory board for more than five years, two of which were as
chairman. It has been a pleasure to work with Mr. Chris Curry, Executive Director. With
his professionalism, he has brought the level of service at our airports to a higher level of
excellence. Unfortunately, three current county commissioners do not fully appreciate
what he has and is doing to obtain grant money, improve services and increase revenue.
With one exception, the advisory board recently expressed full confidence in Mr. Curry.
I find the vote of the three commissioners yesterday to not extend Mr. Curry's contract
not in the best interest of Collier County taxpayers and now choose not to remain a
member of the advisory board.
These commissioners may have an unrealistic expectation that our county airports overall
should and can be made profitable in the short term. Further, they could be overreacting
politically to complaints by a few individuals at the Immokalee airport.
Our airports generate significant economic activity in the county each year. They need to
be maintained and improved. This means continued investment by the county and
support by our county commissioners.

Dear Commissioners:
This is to notify you of my resignation as a member of the Collier County Airport Advisory Board
effective immediately.
I was appointed to this advisory board in October 2011. I found that,with the huge knowledge base
represented by the members of this Advisory Board,wonderful things could happen in Collier County
with our three airports. With the vision and direction that Chris Curry brought to this county and with
the exceptional collection of talent and experience of this advisory board,we were on the right path to
achieving fiscal stability for the airports which were under his direction.The plan presented by Mr. Curry
to the commission was fully vetted and approved by the Advisory Board with a single dissent. It is a
good plan. It will work if properly administered.
I find it appalling that it was rejected out of hand and that the opinion and advice of this advisory board
was not sought in the process. Certain Commissioners have never approached or consulted with us to
gain a full understanding of the why problems or concerns continued at the Immokalee Airport while the
other two County Airports were functioning to a high degree and within established standards.
Chris Curry has made great strides to acquire grants to bring our airports up to current FAA standards.
His work and planning were never accepted by the three members of the current County Commission. I
find the vote of these three Commissioners not to extend Mr. Curry's Contract totally unacceptable.The
Advisory Board has worked with him regularly and he has our full confidence.Although we
communicated this to you in a clear fashion and asked for an extension of his contract,we were ignored.
We were never given the courtesy of a full hearing or ask our input on this matter.
Our airports,especially Immokalee, can be the hub of business in the eastern part of Collier County with
its "Free Trade Zone". Our airports generate significant economic revenue in the county each year.
They need to be maintained and improved.We need our county government and our citizens to support
this vital asset to move this county forward in developing jobs and for the industrial development to
take place in Eastern Collier County. I can see this vision is not share by a majority of the commission.

Good Afternoon Commissioners,
This is to announce my immediate resignation from the Collier County Airport Authority Advisory
Board.
There are many reasons, but primary are:
Lack of appreciation of the job that Mr. Curry and his staff have done;
Lack of acknowledgement of the value that the airports bring to the county;
Lack of interest in opinions of the Advisory Board;
Lack of understanding of aviation-related issues;
Lack of realization that airports serve strategic purposes beyond your scope;
Lack of basic concept that regarding FAA and FDOT you are not in control.
Mr. Curry has worked hard to turn Immokalee in to a professionally operated airport and has
made significant advances against difficult odds.
Investment of$500,000 to bring over$30 million per year into the County is not unreasonable.
The Advisory Board has years of business and aviation experience but our input is ignored.
We donate hundreds of hours with little or no thanks.
If an Executive Director's position is not the "right model"what is? You need an aviation
professional to run the airports, but I question anybody's willingness to take on the job now.
You are sending a very negative message to managers, employees and volunteer boards. I
watched relevant parts of the last Commission meeting and was frankly embarassed.
When I took on the Advisory Board position I decided to say nothing negative about County
Government or those involved in governance and management. I am no longer constrained to
keep my frustration to myself. You still have time to correct the issue, extend Chris Curry's
contract and do the right thing.
