TRAVEL TRAILERS; ESTABLISHING MINIMUM ST~;DARDS
FOR BLOCKING, ANC}IORING AND SECURING MOBILE HOMES
AND TRAVEL TRAILERS; PROVIDING FOR NOTIFICATION OF
OWNERS AND OCCUPY;TS OF THE PROVISIONS OF THIS
ORDINANCE; PROVIDING PENALTIES; PROVIDING FOR CON-
FLICT AND SEVERANCE; PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE BOARD OF COUNTY COF.~ISSIONERS OF COLLIER
COUNTY, FLORIDA,
SECTION 1= Collier County Ordinance No. 70-9 is hereby repealed.
SECTION 2~ The following regulations shall be applicable to
mobile homes and travel trailers, not the property of a licensed
deal~rship, as a minimum standard in the unincorporated areas of
Collier County~
SECTION 3~ Definitions:
a) Mobile Home~ A detached single ~amily dwelling unit with
all of the following characteristics~
1. Designed for long term occupancy, and containing
sleeping acco~,odations, a flush toilet, a tub or shower bath,
and kitchen facilities, with plumbing and electrical connections
provided for attachment to outside systems;
2. Designed for transportation after fabrication on
streets or highways on its own wheels, and
3. Arriving at the site where it is to be occupied as a
dwelling complete, including major appliances and furniture, and
ready for occupancy except for minor and incidental unpacking and
assembly operations, location on Jacks or other temporary or permanent
foundations, connection to utilities and the like. A travel trailer
is not to be considered as a mobile home.
b) Travel Trailer~ A travel trailer is a vehicular portable
structure built on a chassis, designed to be used as a temporary
dwelling for travel, recreational and vacatio, purposes wh~ ~
1. Is identified by the manufacturer as a trave]~railer;~
2. Is not more than eight (8) feet in body widt~Xand~ ~
3. Is of any weight provided its body length do~ot .
exceed twenty nine (29) feet, or is of any length provided its gross

weight, factory equipped for the road, does not exceed 4,500 pounds.
SECTION 4= Piers and Anchors - Mobile lromes shall be placed
upon piers, anchored and secured in accordance with the following
provisions within ninety (90) days after this Ordinance becomes
effective or within thirty (30) days after locating in a trailer
park, or other approved area, whichever, may be the sooner.
The following shall be the minimum standards for blocking,
anchoring and securing mobile homesl
Piers~
a) Pier foundations shall' be installed directly under
the main frame (or chassis) of the mobile home. The piers, shall
not be farther apart than ten (10) feet on centers and the said
main frame (or chassis), front or back, shall not extend farther
than two (2) feet beyond the center line of the end piers.
b) Piers up to a maximum height of 24" shall be con-
structed of solid concrete, with a minimum 10" x 10" base and
6-x 6" top~ additional height beyond the initial block shall be
provided by solid concrete spacers 6"x 6" to the desired elevation
and laid in solid masonry~ suitable wood shims shall be used between
the main frame and the concrete blocking in such a manner as to pro-
vide uniform bearing. Shims shall not occupy more than one (1)
inch of vertical space. (See Figure 1).
c) Ail piers between 24" and 40" in height shall be
constructed of regular 8" x 8" x 16" concrete blocks placed on a
concrete foundation and laid with mortar Joints. Said pier shall
have a 4" concrete cap and be cushioned with pressure treated
wood plate or shims which shall be fitted and driven tight and
shall not cover more than 1" of vertical space. (See Figure 2).
d) All piers over forty (40) inches in height shall be
double tiered with g'x 8, x 16"concrete blocks, laid in masonry
and cushioned with wood shims or pressure treated plate. (See
Figure 3).
Anchors~
To secure approval of their product, each anchor manu-
facturer must submit to the State of Florida, Department o£
Ilighway Safety and Motor Vehicles, Division of Motor Vehicles,
the following data~
a) Detailed drawings of each type anchor submitted for
approval.
1) Each model shall show model identification, all
dimensions, type welds or fastening, type steel or material
and method of securing strap.
2) Each drawing shall bear the seal of a registered
engineer~ registered in the state of the anchor manu~actuer,
or the State of Florida.
b) Each model must be tested and certified to destruction
by a recognized independent testing laboratory in the State of
Florida. The report shall show the following~
1) Point of failure.
2) Force required, which shall be at least
seven thousand one hundred twenty-five (7,125) pounds.
c) Each anchor model shall be tested with strap or cable,
connected to the anchor head connecting device. Failure shall not
be less than four thousand seven hundred fifty (4,750) pounds.

d) Each model must be field tested and certified for
holding power by an independent testing laboratory recognized
by the State of Florida. The lab report shall show the following~
1) Model tested as described by engineering drawings.
2) Method of installation.
3) Date of installation.
4) Date of pull-out test.
5) Soil profile description.
6) Location of field test.
7) Test equipment used.
8) Pounds of force exerted and resultant uplift
in inches of anchor.
a. }Zolding power shall be tested to be at
lease four thousand seven hundred fifty (4,750) pounds
in medium density soil.
9) Failure point of anchor.
e) Should any change in construction or material be made
in a model, approval of that model iS withdrawn. The revised model
must be completely resubmitted for approval as previously outlined.
f) The anchor manufacturer shall furnish and ship with
each anchor, information as to what types of soil the anchor has
been tested and certified to be Installed in, and instructions as
to the method of installation.
g) Model numbers shall be permanently marked on the head
or top of each anchor, so that it is readily visible after Installa-
tion of the anchor. Also, all components must be clearly marked.

2) Tie-down straps
All t/e-down straps shall be 1-1/4" x .035"
galvanized (.30 oz per sq. ft.) steel strap conforming
to Federal spec. QQ-S-781F, Type 1, Class B, Grade 1
(or equivalent), and maintained under tension at all times.
3) The first over-the-roof and frame tie point must
be within twenty-four (24) inches or at first stud and
truss from each end. All other over-the-roof and frame
ties shall be as equally spaced as is feasible. All frame
ties shall be secured to the main steel beam that runs
the length of the home.
b) Double wide mobile homes
Double wides shall have frame ties installed within
twenty-four (24) inches of each end and at intervals as described
for single wide homes.
These specifications are minimum ,tandards set by the Department
of Highway Safety and ~otor Vehicles. The number of over-the-roof
and frame ties may exceed the minimum standards, if the mobile home
manufacturer's certifying registered engineer so specifies on his
certified plans and specifications.
Provided, that those mobile homes which are presently tied
down in compliance with the requirements of the insurance company
insuring same, or the city or county wherein such mobile homes are
located, and have been approved by the insurer, shall be deemed to
have complied with the tie-down standards of the department as set
forth on the attached pages. Upon relocation of such mobile homes,
however, the department tie-down requirements shall apply.
SECTION 5~ Travel Trailers~ Piers and anchors - shall be
blocked and anchored using the best commercially available materials
for units of their size and type. Said blocks and tie-down anchors
shall be located two (2) places per side and as near to either end
of the unit as practical. Tie downs shall be installed over the
Body of the Travel Trailer and drawn tight in a manner similar to
that required for mobile homes. This Ordinance shall only apply
to Travel Trailers occupied or stored in an area adjacent to other
occupied Travel Trailers, Mobile homes or any occupied dwelling.
This Ordinance must be complied with by all affected travel trailers
remaining in this County within four (4) hours after the issuance
of a hurricane alert.
SECTION 6: Notification shall be by mobile home park owners
or operators to all current park occupants and all future occupants
at time of occupancy of the provisions of these regulations, and
shall post copies of these regulations in conspicuous locations
within the park.
SECTION 7z Penalty~ Any person violating the provisions of
this Ordinance shall be guilty of a misdemeanor and upon convic-
tion shall be punished by general law. If such a violation is
continuing, each day's violation or separate act shall be a
separate offense.
SECTION 8: Conflict and Severance: In the event this Ordinance
conflicts with any other Ordinance of Collier County or any
municipality therein or other applicable law, the moro restrictive
shall apply. If the provisions of this Ordinance shall conflict
with any regulations of the State of Florida pertaining to the
blocking, anchoring or securing of mobile homes, the more res-
trictive shall apply.
If any of the provisions of this Ordinance are held
unconstitutional by any court of competent Jurisdiction, such
portion shall be deemed a separate, distinct and independent
provision and such holding shall not affect the validity of
the remaining portion thereof.
SECTION 9: This Ordinance shall become effective as provided
by law.
