AN ORDINANCE TO CREATE THE DISTRICT 1
MST UNIT WITH POWERS AUTHORIZED UNDER
CHAPTER 125 OF THE FLORIDA STATUTES;
ESTABLISHING THE BOARD OF COUNTY COMMISSIONERS
AS THE GOVERNING BOARD.
BE IT ORDAINED BY THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA:
SECTION ONE: Creation~.. Purposef Taxing Authority.
The District I MST Unit is hereby created, with boundaries
described as follows:
Beginning at the intersection of the Easterly Shoreline of
the Gulf of Mexico with the North Line of Section 34, Township 50
South, Range 25 East, Tallahassee Meridian, Collier County, Florida!
thence East along the North Line of said Section 34 to the Southwest
corner of Section 26, said Township and Range! thence North along the
West Line of Sections 26 and 23, said Township and Range, to the
centerline of Bay Streatl thence east along the centerline of Bay
Street to the centerline of Fern Street (SR 31); thence North along
tho centerline of Fern Street (SR 31) to the oen~erline of Thomaason
Road (SR 31): thence East along the centerline of Thomaason Road
(SR 31) to the centerline of Kelly Road (SR 31)! thence North along
the centerline of Kelly Road (SR 31) to the =anterline of East Tamiami
Trail (U.S. 41) and continuing North along the oenterline of Shadowlawn
Drive to tho centerline of Davis Boulevard (SR 84); thence East along
the centerline of Davis Boulevard (SR 84) to the Range Line between
25 and 26 East; thence North along said Range Line to the Northwest
corner of Section 6, Township 50 South, Range 26 East; thence East
approximately 4 miles along the Township Line between Township 49 and
50 South to =he centerline of SR 951; thence South along the
centerlina of SR 951 to the North Section Line of Sectione]~, Town-

EXCLUDING any land within the City of Naples, Florida.
The Unit hereby created and established is for the purpose
of exercising those powers authorized by Florida Statutes Chapter
125 and other applicable laws.
SECTION TWOI Governing Boardf Powers and Duties.
The governing Board of the Taxing Unit shall be the Board
of County Commissioners of Collier County, Florida with the power
and duty to conduct the affairs of the Unit as pr~scribed by Florida
Statutes.
SECTION TI{REEl
1. This Ordinance shall be liberally construed to effect-
uate its public purpose.
2. If any portion, phase or word of this Ordinance is held
invalid or unconstitutional, the remaining parts shall not be affected.
SECTION FOURt Effective Date and Waiver of Notice.
1. The Board of County Commissioners hereby waives notice
requ{.~Fments by a four-fifths (4/$) vote declaring that mn aergency
exists necessitating the immediate enactment of this Ordinence. The
Clerk to the Board shall file a certified copy of this Ordinance with
the Department of State as soon after its enactment as is practicable
by registered, special delivery mail.
2. This Ordinance shall become effective upon being acceptm4
by the Postal authority for delivery by registered mail to the Depart-
mont of State.
