Section 2 General rr.olgct Description 2-1 Overall Description Urban Development comprised of single family homes on lndlvldully designated lots is planned under the project name of Forest Lakes Homes. The project site is located In the northwest quadrant of Section 14, Township 49 South, Range 25 East and occupies approximately 65 acres of land and water. The project is an extension of the ge]f course community of Forest Lakes and shall consist of a maximum Of 182 single family lots. 2-2 Physical Site Conditions Conditions described here deal with soils, topography and vegetatlon. Soils In the area are made up of fine sands of Charlotte (CF), Keri (Kb) and Capeland (CF) series which are characteristic of nearly level to gently undulating relief, slow to moderate surface and internal drainage. Underlylng rock occurs at various depths ranging from two to slx feet with ~ome areas deeper. Evidence of ownership of subject property Is provided by a copy of the Warranty Deed contained In Exhibit"A". 3-3 Substantial Compllance Compllence of the Forest Lakes Homes Development Project with the development goals and objectives of Collier County is anticipated throughout the remaining planning, engineering and construction of the project, The goals and objectives sited are those, approyed by the County Board of Commissions October 14, 1974 as part of the Comprehensive Plan which Includes the Growth Policy and Land Use Guide elements. Compliance Is Indicated by the following facts. A. The project slte is surrounded by urban develop- ment and would complement the existing land use pattern. B. The gross density per acre of 2.81 dwelling units is substantially below the maximum of 4.0 units proposed on the Official Land Use Map. C. The rating system for determining availability of adequate existing community facilities and services yields the necessary points required under Section 48-6 of the Collier County Zoning Ordinance. The nature of the drainage concept employed In this project shall provide posltlve drainage of the site resulting in protection of the homesltes and the roadway sub-grade constituents without over drainage. Drainage of the site is accom- plished by Incorporating a lateral swale system In place of the normally used longitudinal swale system. All site drainage work shall be performed In accorden~.e with all applicable State and Local Law. Section 4 Recreation Plan 4-1 Recreational Lands Recreational lands In the project are limited to yard areas. Activities conducted in these areas may be active or passive, S~ction 5 ~ndscape Plans 5-1 Native Vegetation Existing plant growth is described In Article I, Section 2-2. Except for the pine, cypress and palm trees, all other native vegetation is only recently established due to Former con- struction activity over the land. Trees are generally scattered or in small cjusters. A. Clearing of native vegetation shall be llmlted to those spaces required to provide services for the inhabitants of the project such as space For streets, driveways, utillties, drainage and building sites. B. Preservatlon.'of mature trees shat! be accomplished whenever practical. 6 5-2 Re-Vegetation Re-vegetation of the project slte wlll take place as the . development of the project proceeds. ' A~ Street trees sh~ll ~e planted on th~ average of one tree per~75 lineal feet of roadway per side. Any exlsting trees within the road right-of-way may be counted as part of the street tree planting. Cjuster plantings may be located on a maximum Interval of 180 Ilneal feet. B. Vegetative'screens and buffers wlll be located for the.purpose of prov[dlng visual and noise protection from adjoining roadways as shown on the Master Development Plan. C. Ground cover shall be provided on al! lots and will be extended to paved street surfaces as development takes place. It shall consist of grasses suitable for lawns in the Naples area. The function of this ground cover wtll be to control erosion and enhance the beauty of the grounds. ARTICLE III - PROJECTION OF DEVELOPMENT SEQUENCE AND PHASING 1-1 General Intent The Forest Lakes Homes development project shall procee~ over time while adding to the areas' stngle-famlly hous;ng stock. The sequence and phasing of development is pro- Jected for dwelllng units, population, water, sewerage, school age population, traffic and solld waste as shown in Table 1. 1-2 Phasing of Development The development of Forest Lakes Homes shall be carried out In three construction phases~ each phase being a defined geographic area. A. The construction area of each phase ls shown In the Master Development Plan. B, The timing of each phase Is estlmated in Table I. C. Changes in the scheduled phased development shall be made administratively In the case of minor changes and by approval of the Coastal Area Plan- ning Commlss'lon In the case of major changes. Major and minor changes shall be determined by the Director of Community Development. Section 1 Sinqle Famli¥ Residential Use Renu!arians 1-1 General Description The Planned Unit Development ReguJations for the Forest L~kes Homes District is for single family development usage necessary to create an attractive low Intensity residential area. These areas are Intended to be defined end protected from the encroachment of uses not performing a function necessary to the resldentlaJ environment. 1-2 Uses Permitted Property and buildings in the Forest Lakes Homes Planned Unit Development shall be used only for the following purposes: A. Prlnclpal Use 1, Detached slngle family dwellings B. Accessory Uses 1. Customary accessory uses and structures~ IncJudlng private.garages, 2.Signs as permitted In Sectlon 20 of the Collier County Zoning Ordinance. 3. Hodei homes shall be ~ermlt~ed In a residen- tlal zoned district In conjunction with the promotlon of a residential development. Such model homes shall be permitted for a period of two (2) years, A model home In a residentlal zoned dls~rlct shall be converted to a residence at the end of the two (2) year period. ~.. Temporary building of the construction Industry which is Incidental to the erection of bulldlngs permltted in this dlstrlct and shall be removed when construction work Is completed. 8 r r .I Area Deslgn Regulations The area regulations apply to the Forest Lakes Homes Development on a lot and parcel basis and shall be adhered to by the developer. Interior lots shall have one front, one rear and as many slde yards as is neces- sary. Ali dwellings and driveways shall face on and be permitted only In front yards, D~elllngs on corner lots at the Intersection of local and cul-de-sac streets shall face on the cul-de-sac. A. Buildlng setbacks for principal and accessory structures ere as follows (Iljustrated in Exhibit l.. Front yards Frontage on local road rlght-of-way:2$ feet Frontage on cul-de-sac turnarounds: 20 feet 2. Slde yards Adjacent lots: 7½ feet minimum AdJacent road easements: 20 feet Rear yards (a) Adjacent lots: 15 feet l~l Lots back,ag on canals: 20 Feet Lots backing on golf course: 20 Feet Five sided yards (a) Lot number 90, as shmvn on the Master Development Plan, shall have a Front yard setback of 25 feet except that portion of the front that Is on the curved turnaround shall be 20 feet, a rear yard on the canal of 20 feet, a side yard facing the street of 20 feet and remaining side setbacks of 7½ feet. (b) Cul-de-sac lots shall have a front yard of 25 feet, except that portion of the front that ls on the curved turnaround shall be 20 feet, a rear yard of 20 feet, one side yard of 15 feet and the remaining side yards not less than 7½ feet. Lot' Width Ce 1. Corner lots shall have a 75 foot width as measured at the front yard setback line. 2. Interior lots shall have a 70 foot width as measured at the front yard setback line. Lots on cul-de-sac turnarounds shall have a 40 foot width as measured at the setback line. Mlnlmum lot' area shall be not less than 7500 square feet. Maximum lot coverage by prlnclpal and accessory buildings shall not exceed more than 25 percent of the lot, cxcluslve of drlveways, Minimum floor area of principal structure exclusive of patio and/or garage shall be 800 feet for one story buildings and 12OO feet for two story buildings, F. Height restrlctlons 1. The prlnclpal buildlng shall not exceed a height of 30 feet above finished grade of lot. 2. Accessory buildlngs shall not exceed a height of 20 feet above fln/shed grade of lot. Section 2 Pro]act Development Standards 2-1 General Description The standards for development are set forth herein for the Forest Lakes Homes Planned Unit Development District. The arrangement, dimensions and locatlon of all streets and street right-of-ways will con- form to the master development plans contained herein. Street Lighting Street lights shall, be provided within the project for the benefit and safety of residents of Forest Lakes Homes. A, Installation of street lights shell be in accordance with the standards of the Collier County Subdivision Regulations. D. Installation, maintenance and operation costs of street lights shall be provided by a street light tax district formed under the authority of Collier County. Sidewalks and Bicycle Paths No sidewalks shall be provided in this development since their occurrence would not significantly contribute to public safety and convenience. Due to the linear shape of the project and the design constraints that result, no bicycle paths shall be provided. Easements for Utlllties Easements for utilities such as electrical power lines, television cables, sewerage collection and water distribution systems will be provided so tha~ necessary services may be made available to the project site. 2-7 Water Service Water service shall be provided by the extension of public facilities consisting of an approved and certified potable water service, treatment.and distribution system. A letter shall be obtained from the water agency approving the ex- tension of the water lines prior to site development. Also, a letter shall be obtained from the water agency committing delivery of water service prior to Issuance of building permits for construction of dwelling units. Individual wells For potable water usage shall not be permitted within the development. 2-8 Se',veraga Service Sewerage service shall be provlded by an extension of a public facility consisting of an approved and certified sewerage treatment plant and collection system. A letter shall be obtained from the agency providing service approving connection to the system pilot to site develop- ment. Also, a letter shall be obtained approving accep- tance of wastewater generated by the construction of dwelling units. Signs Ail signs shall be in accordance with Collier County codes and ordinances. 2-10 Parking of Vehicles Provision For parking within the project area shall be made for off street parking of motor vehicles on privately owned lots. Two spaces shall be provided for each dwelling unit, one of which shall be within a garege~ carport or other protected area. 2-11 Traffic Slgnals 'No traffic signals shall be required es a part of this development since all traffic generated is local end direct access to the project is vla an Internal circulation system. Section ~ Itc~meowncr's Assoctatl9n A Homeowner's Assoclatlon, In compliance wlth the Florida State Statutes, shall be formed for all property owners In Forest Lakes Homes. The Homeowner's Association documents shall contain suf- ficient provisions to comply with the Intent of this pUD Document. SECTION TWO: This Ordinance shall become effective upon receipt of notice from the Secretary of State.
