The Clerk to the Board shall file a certified copy of this Ordinance with the Department of State as soon after its enactment as is practicable by regis- tered, special delivery mail. 2. This Ordinance shall become effective upon being accepted by the postal authority for delivery by registered mail to the Department of State.
