ReSOLUTION NO. 86-~
A RESOLUTION AUTHORIZING THE PURCaASE OF ~EMPORARY
OR AS NEEDED SERV'lCES BY ,tETT:l!:RAGREEMENT OR OTHER
WRITTEN AGREEMENT BY THS PROGRAM COORDINA~OR OF
COLLIER COUNTY SERVICES ,FOR SENIORS AND AN AGENCY (IES) , .",
PROVIDING SERVICES FOR ELDERLY PERSONS
WHEREAS, the Board of County Commissioners contracts with
the Council for Human Services of South Central Florida, d/b/a
Area Agency on Aging, for grant monie~ enabling Collier County
Services for Seniors, an agency of the 'Board in the Department of
, ,

Social Services, to provids services for elderly persons in a
variety of areas; and

WHEREAS, Collier County Services for Seni6rs'providesthese
services through the use of in-hoU:se staff~'or through contracts

with home health agencies; and

WHEREAS, problems in the provision of service are

encountered from time to time because o~ such factors as

unavoidable staff absences due to illness, cost differentials due
to location, or the tight market for this type labor during the
winter season, a situation which makes hiring very difficult for
the contract agencies and sometimes impedes their ability to
provide service at the required level; and
WHEREAS, the services being provided are not, generally"
postponable and it becomes nec3saary to secure other sources,of
service; and
WHEREAS, it is desirable that services for elderly persons
in Collier County be available ahd provided as intended, with
minimal interruption of such heeded services; and

WHEREAS, a letter agreement! or 'other written agreement
between the Program Coordirud::or of Collier County services 'for

Seniors and an agency proviClihg sUdh service, wherein such'let1::.~r
or other written agreement contains app~oved safeguards to the
County with respect to thefuanner" of providing service, insurance
requirements and the irldemnif.icat:~oriof, Collier County, from, . any
and all liability concerning the. provision c.f such services,

NOW, 'BE IT THEREFORE RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that the purchase of
temporary or as-needed services on the open market from other
than the on-line contract agencies may be utilized for procuring
services for the elderly ","hereupon there is no additional fisCal
impact to Collier County.
BE IT FURTHER RESOLVED that the Program Coordinator of
Collier County Services for Seniors may by a letter agreement or
other written agreement contract with agency Cies) providin<.:J'subh
services when determined to' be necessary by the ProgramOirector.
BE IT FURTHER RESOLVHD that any letter agreement or other
written agreement permitted hereunder shall contain safeguards to
the County with respect to legal fiscal requirements, the manner
of providing service, insurance requirements and indemnification
provisions protecting Collier County in conformance with County
policy.
